WAR~R %~s sworn in as a Supervisor of Orange <br />Co~ty, California, on January 2, 1939; and since said date has <br />continuously served' Orange County as a Supe~;isor~ and during most of <br />said tL~e has been Chairman of the Board of Supervisors; and <br /> <br /> !~H~EAS~ during 1939 and 1940 ~. Warner devoted his full time to <br /> <br />his Sob as Supervisor, and to the study of governmental functions in <br />Orange County~ so that by the end of his first term i~ office he was <br />generally recognized as the best informed and hardest working Supervisor <br />of the County of Orange, and thereafter rapidly became recognized throughout <br />the State of California as a leader in his field by virtue of his %rillingness <br />to work long hours~ his vast e~ount of information, his high intelligence and <br />integrity; and <br /> <br /> WHEREAS, through his long years of service (2~ years), his stature has <br />continually gr~wn~ and the respect %~hlck Le at first earned has been retained <br />by the s~me quaIities that inspired that respect, so that today~ all informed <br />people in the County oi' Orange recognize that the County will lose one of its <br />great leaders when this year comes to a close~ <br /> <br /> NOW, THEODORE: BE IT RESOLVED, that the City Council of the Cl~ty Of <br />Santa Aha, on behalf of all the employees of said City, and as spokesmen for <br />the citizens of said City~ hereby thank and co~mend WILLIS H. WARNER for the <br />long and outstanding public service to his local government, and express <br />regret that ill health now requires him to voluutarily relinquish his seat <br /> <br /> PASSED AN~D ADOPTED by the City of Santa Aha at its regular meeting <br /> <br />held on the 17th day of December~ 196~. <br /> <br />AT'TEST: <br /> <br /> 'CL~-"?K OF THE COUNCIL <br /> <br /> <br />
