Notice of such adjourned meeting shall be given or may be waived in the <br />same manner as specified in this Charter for giving or waiving of <br />notice of special meetings of the City Council. <br /> <br />Section 411. CITY COUNCIL: RULES AND PROCEDURES. The City Council <br />shall establish rules for the conduct of its proceedings and to preserve <br />order at its meetings. It shall, through the Clerk of the Council, <br />maintain a record of its proceedings which shall be open to public <br />inspection. <br /> <br />~he City Council may organize special committees of its members for the <br />principal functions of the government of the City. It shall be the <br />duty of each such committee to be informed of the business of the City <br />government included within the assigned functions of the committee, <br />and, as ordered by the City Council, to report to the City Council <br />information or recommendations which shall enable the City Council <br />properly to legislate. <br /> <br />Each men,her of the City Council shall have the power to administer <br />oaths and affirmations in any investigation or proceeding pending <br />before the City Council. The City Council shall have the power and <br />the authority on any investigation or proceeding pending before it to <br />impel the attendance of witnesses, to examine them under oath, and to <br />compel the production of evidence before it. Subpoenas may be issued <br />in the name of the City and be attested by the Clerk of the Council. <br />Disobedience of such subpoenas, or the refusal to testify (upon other <br />than constitutional grounds) shall constitute a misdemeanor, and shall <br />be punishable in the same manner as violations of this Charter are <br />punishable. <br /> <br />Section 413. ORDINANCES AND RESOLUTIONS: ADOPTION. Every ordinance <br />shall be introduced in writing in the form in which it is to be finally <br />passed. The correction of typographical or clerical errors after <br />introduction shall not be included in the meaning of the foregoing <br />sentence. No ordinance shall be passed finally on the day it is <br />introduced, except for emergency ordinances as hereinafter defined, <br />nor within six days thereafter, nor at any time other than at a regular <br /> <br />-6- <br /> <br /> <br />
