RESOLUTION NO. 63-65 OF THE CITY COUNCIL OF <br />THE CITY OF SANTA ANA EXPRESSING OPPOSITION <br />TO SENATE BILL NO. 888 <br /> <br /> WHEREAS, Senate Bill No. 888 is proposed to drastically limit <br />additional racing days for horse racine regardless of population trends <br />or growth, and it would prohibit any harness race or quarterhorse race <br />licensee frcm obtaining a license for thoroughbred racing without chance <br />of surrendering the existing license; and <br /> <br /> WNEREAS, this Bill would drastically restrict and limit future <br />changes in existing tracks and their uses, particularly in Orange County <br />where the percentage of population growth has been consistently among <br />the highest in the nation. <br /> <br /> NOW~ THEREFORE, BE IT RESOLVED: That the City Council of the <br />City of Santa Aha expresses its opposition to Senate Bill No. 888 in <br />the belief that there is no special virtue in ]~mfting any track to any <br />single type of racing; no gain for the citizens of this State in limiting <br />the expansion or growth of the horse racing business in this State; <br />would serve no purpose but to insure the increasing wealth of the <br />existing owners of horse racing facilities and guarantee a monopoly <br />for them; and declares that horse racing is a sport that many people <br />enjoy; that the same should not be unduly limited or restricted and <br />that a monopoly in the operation of horse racing facilities and pari <br />mutuel betting should not be guaranteed by State legislation by undue <br />restriction on new tracks or existing l~mtted tracks. <br /> <br /> PASSED AND ADOPTED by the City Council of the City of Santa <br />Ana at its regular meeting held on the 6th day of May, 1963. <br /> <br />ATTEST: <br /> <br /> THE COUNCIL <br /> <br />STATE OF CALIFORNIA) <br />COUNTY OF ORANGE ) SS <br />CITY OF SANTA ANA ) <br /> <br /> I, DORIS M.
