RESOLUTION 63-200 DESIGNATING FIRST WESTERN <br />BANK AND TRUST COMPANY AS THE DEPOSITORY FOR <br />CITY OF SANTA ANA FUNDS EFFECTIVE JANUARY 1, <br />1964, AND DESIGNATING SIGNATURES AUTHORIZED <br />FOR THE PURPOSE OF WITHDRAWAL OF SAID FUNDS <br /> <br /> WHEREAS, heretofore the City Council of the City of Santa <br />Ana has declared a policy of designating a bank in the City to <br />handle the demand deposits of City funds and, conforming to said <br />expressed policy, now declares a new period to begin January 1, <br />1964. <br /> <br /> NOW, THEREFORE, BE IT RESOLVED: That the FIRST WESTERN <br />BANK AND TRUST COMPANY, Fourth and Main Streets Branch, located <br />in Santa Ana, California, is hereby designated as the banking <br />institution to receive and handle deposits of Santa Ana City funds <br />and trust funds in the control of said City beginning January 1, <br />1964, and continuing for a term of two years unless sooner <br />terminated. <br /> <br /> BE IT FURTHER RESOLVED: That the Director of Finance of <br />said City is hereby authorized for and on behalf of said City, and <br />as its officer and agent, to sign City of Santa Ana checks for the <br />withdrawal of said funds so deposited both by facsimile signature <br />machine-imprinted upon City checks and by his manually affixed <br />signature. <br /> <br /> BE IT FURTHER RESOLVED: That the Deputy City Treasurer is <br />hereby authorized for and on behalf of said City, and as an agent <br />of said City, to sign City of Santa Aha checks for the withdrawal <br />of said funds so deposited by his manually affixed signature. <br /> <br /> BE IT FURTHER RESOLVED: That said Bank is hereby authorized <br />and directed to pay out from said City funds to the payee designated <br />on any City check, signed in the manner and by persons hereinabove <br />authorized, in the amount shown on the face of said check. <br /> <br /> BE IT FURTHER RESOLVED: That because of physical absence, <br />incapacity or death of said agents it may be necessary on a <br />temporary basis to write emergency orders for the signing of City <br />checks, the City Manager is hereby authorized to designate in <br />writing an agent or agents who shall then be authorized to sign <br />City checks for the payment or withdrawal of said funds. Any such <br />authorization shall set forth the necessity for the designation, <br />the period of time during which authorization shall continue,by <br />giving the exact starting and terminating dates, and shall contain <br />the certification of the Clerk of the Council of the City of Santa <br />Aha over the official City seal certifying that said authorization <br />is, in fact, signed by the qualified and acting City Manager, and <br />shall bear a specimen signature of the person designated as such <br />temporary agent. <br /> <br /> BE IT FURTHER RESOLVED: That a certified copy of this <br />Resolution, together with copies of the signatures of the two agents <br />herein authorized to act in manual form and a copy of the facsimile <br />signature machine-imprint certified by the Clerk of the Council to <br />be the signatures of said persons, and an imprint of the official <br />facsimile signature plate, shall be delivered to said bank before <br />the first day of January, 1964. <br /> <br /> BE IT FURTHER RESOLVED: That the Clerk of the Council shall <br />deliver to said Bank before the first day of January, 1964, her <br />certificate as provided for in the paragraph next above. At any <br />time either or both of said agents leave the employment of the City, <br />is absent therefrom or incapacited for a period of time that will <br /> <br /> <br />
