His experience <br />ranges from construction management and <br />inspection to operations and maintenance. He also <br />has experience conducting traffic studies, specialized <br />access analysis, parking studies, trip generation <br />studies, traffic micro -simulation, signal operations, <br />signal timing, traffic control and design/build of ITS <br />solutions. In addition, Justin has served as a subject <br />matter expert in court, for the State of California and <br />for vendors in the transportation industry. Mr. Nix has served several <br />cities as it's resident engineer and other capacities <br />including City of Chino, City of Chino Hills, City of <br />Montclair, City of Ontario, City of Fontana, City of <br />Riverside, and Chino Basin Municipal Water District <br />in both the public and private sectors. He has served <br />the City of Upland as the Sanitary Sewer Specialist <br />and East Valley Water District as the Director of <br />Engineering and Operations. His experience in <br />design, construction and plan checking includes a <br />variety of improvement projects such as street <br />improvements, pavement rehabilitation, signing and <br />striping, precise grading, water mains, demolition, <br />reservoir rehabilitation, and sewer mains. He has <br />provided staff augmentation, capital improvement <br />design, construction management and plan checking <br />services for several Southern California public <br />agencies including 5 years with the City of Adelanto. <br />His experience also includes public works <br />construction inspection, legal descriptions for <br />easements, topographic surveying and construction <br />surveying. <br />Many of his projects involved ADA accessible <br />pathways and grant funding management such as <br />Safe Routes to Schools and Community <br />Development Block Grant (CDBG) improvements. <br />Mr. Wolfe is also well versed in traffic calming, bicycle <br />facility design, warrant analysis and temporary traffic <br />control. Previous traffic engineering duties included <br />close collaboration with City Police Departments to <br />resolve parking violation enforcement issues and <br />increasing traffic safety. <br />Monae Pugh <br />Senior Plan Check Engineer <br />Monae Pugh has over 32 years of <br />Municipal and Public Agency <br />engineering experience with a <br />wide range of responsibilities and <br />projects emphasizing the <br />discipline of Transportation and <br />Traffic Engineering. Her most recent experience <br />includes management of both Land Development <br />and Traffic Engineering Departments for the City of <br />Fontana. Prior experience includes over 17 years in <br />the County of Riverside Traffic Engineering <br />Department.
