That the City of Santa Ana, a municipal corporation, is <br />authorized and empowered to provide for the opening, extension, <br />construction and improvement of public streets and highways within <br />the City and to provide for other necessary public improvements, and <br />the City Council of the City of Santa Aha finds and determines that <br />the public improvement of First Street herein provided for is a <br />necessary a~d a public use, and that the taking of fee simple estate <br />in the property to be acquired is necessary for the public use <br />herein provided for; <br /> <br /> 5.
