Sam Pournazeri, PhD, PE <br />Senior Director, Transportation and Energy <br />Dr. Sam Pournazeri is the Senior Director of Clean Transportation and Energy at <br />ICF, recognized nationally as an expert with over 15 years of experience in <br />advanced transportation technologies, data analytics, emissions and energy <br />modeling, and the development of sustainable transportation strategies. At ICF, <br />Sam is currently assisting a dozen state and local governments with their <br />transportation decarbonization and fleet electrification needs. He collaborates <br />closely with a diverse range of clients, aiding in the design and development of <br />strategies to accelerate the adoption of zero -emission and low -carbon <br />alternatives in the transportation sector. In California, Sam's expertise and <br />leadership have been particularly impactful in the area of municipal fleet <br />electrification. His focused efforts on helping municipalities across the state <br />electrify their vehicle fleets and deploy the necessary charging infrastructure <br />demonstrate his deep industry knowledge and practical experience. This involves <br />a comprehensive assessment of each municipality's current fleet composition, <br />usage patterns, and energy requirements, setting the stage for a smooth <br />transition to electric vehicles (EVs). Sam is co -leading the development an EV Fleet and Charging Professional Mechanical <br />Station Assessment Master Plan for the City of Laguna Beach, CA that (1) Engineer (PE), License No. <br />evaluates the City's fleet and provide recommendations to transition from fossil M36830 <br />fuel vehicles to clean transportation options; (2) deploys EV charging stations for <br />City fleet vehicles; (3) provides guidance on how to decommission unnecessary <br />propane and fossil fuel City infrastructure; (4) installs EV charging stations throughout the community for public use; <br />and (5) identifies potential funding sources to facilitate transition to an all -electric fleet <br />Citywide Fleet Electrification —City of Lodi, 08/2022-05/2023 <br />Project Manager. Sam led the development of a Citywide Fleet Electrification Plan for the City of Lodi, CA, <br />transitioning their fleet away from fossil fuels and deploying the necessary charging infrastructure to power their EVs. <br />The primary objective of this project was to develop a plan enabling the City to meet the compliance requirements of <br />the Advanced Clean Fleet regulation in the most cost-effective manner possible. As part of this project, Sam helped <br />the City of Lodi to (1) evaluate the City's fleet and provide recommendations to transition from ICE vehicles to EVs; <br />(2) develop recommended charging infrastructure implementation strategies; (3) estimate the costs to transition from <br />ICE vehicles to EVs and to develop and deploy charging infrastructure; (4) discuss the barriers to fleet transition and <br />describe strategies to overcome them; and (5) develop a plan to leverage incentive funding and evaluate options for <br />financing and innovative business models. <br />Fleet Electrification Planning —City of Pittsburg, 1/2023—Present <br />Project Manager. Sam is spearheading the formulation of a comprehensive Fleet Electrification Plan for the City of <br />Pittsburg, CA.
