Community Development Agency <br />www.santa-ana.org/community-development <br />Item # 12 <br />City of Santa Ana <br />20 Civic Center Plaza, Santa Ana, CA 92701 <br />Staff Report <br />August 6, 2024 <br />TOPIC: Youth Workforce Services under the Workforce Innovation and Opportunity Act <br />AGENDA TITLE <br />Agreement with the Orange County Children's Therapeutic Arts Center for Youth <br />Workforce Services for Program Year 2024-2025 (Non -General Fund) <br />RECOMMENDED ACTION <br />Authorize the City Manager to execute an agreement with Orange County Children's <br />Therapeutic Arts Center for youth workforce services for a one-year term beginning <br />August 1, 2024 and ending July 31, 2025, in an amount not to exceed $300,000 <br />(Agreement No. A-2024-XXX). <br />GOVERNMENT CODE §84308 APPLIES: Yes <br />DISCUSSION <br />Under the authority of the Workforce Innovation & Opportunity Act (WIOA), the Santa <br />Ana Workforce Development Board (WDB) is required to procure Youth Service <br />Providers to provide WIOA services to eligible at -risk Santa Ana youth. On November <br />4, 2022, staff released the Youth Provider Request for Proposals (RFP) to establish a <br />list of qualified youth providers for a four-year procurement period of July 1, 2023 to <br />June 30, 2027. <br />After the RFP review process, the committee recommended the Workforce <br />Development Board approve the RFP ranking and forwarded a recommendation to City <br />Council to award an agreement with the Orange County Children's Therapeutic Arts <br />Center (OCCTAC). City Council approved the initial agreement under the new <br />procurement cycle on June 20, 2023. <br />On May 15, 2024, the state released Information Notice WSIN 23-43 with estimated <br />WIOA Formula Allocations for PY 2024-25. Santa Ana's Youth allocation is <br />$770,569. City staff have worked closely with the OCCTAC staff over the past year to <br />ensure contract compliance and successful outcomes for the participants and WIOA <br />grant. Staff recommends renewing OCCTAC's WIOA Youth Agreement for the <br />Program Year 2024-2025, and to increase the agreement to $300,000 to reflect an <br />increase in stipends/wages that are paid to the youth participants and increased overall <br />operational expenses. <br />
