Community Development Agency <br />www.santa-ana.org/community-development <br />Item # 26 <br />City of Santa Ana <br />20 Civic Center Plaza, Santa Ana, CA 92701 <br />Staff Report <br />August 6, 2024 <br />TOPIC: Workforce Innovation and Opportunity Act Subgrant Agreements <br />AGENDA TITLE <br />Resolution Authorizing the City Manager or Designee to Execute Subgrant Agreements <br />to Receive Workforce Innovation and Opportunity Act Funds for a Four -Year Period <br />Expiring June 30, 2028 (Non -General Fund) <br />RECOMMENDED ACTION <br />Adopt a resolution authorizing the City Manager or designee to execute subgrant <br />agreements (AA511027) and all necessary documents for Workforce Innovation and <br />Opportunity Act funds from the State of California for a four-year period from July 1, <br />2024 to June 30, 2028. <br />RESOLUTION NO. 2024-XXX entitled A RESOLUTION OF THE CITY COUNCIL OF <br />THE CITY OF SANTA ANA AUTHORIZING THE CITY MANAGER OR DESIGNEE TO <br />EXECUTE A SUBGRANT AGREEMENT AND ALL NECESSARY DOCUMENTS TO <br />RECEIVE FUNDS FOR THE WORKFORCE INNOVATION AND OPPORTUNITY ACT <br />WITH THE STATE OF CALIFORNIA, WORKFORCE SERVICES DIVISION, FOR A <br />PERIOD FROM JULY 30, 2024 TO JUNE 30, 2028 <br />GOVERNMENT CODE §84308 APPLIES: Yes <br />DISCUSSION <br />The City of Santa Ana (City) was designated as a Local Workforce Development Area <br />by the State, pursuant to the Workforce Innovation and Opportunity Act (WIOA). Under <br />WIOA, Local Workforce Development Areas, such as the City, receive formula <br />allocations on an annual basis to operate job -training programs for adults, economically <br />disadvantaged youth, and dislocated workers, and address the workforce needs of area <br />businesses. <br />A new subgrant is required at the beginning of each fiscal year. Submittal of the <br />subgrant agreement will enable the City to receive WIOA Youth Formula Funds. As in <br />previous years, the State has provided a subgrant agreement for Program Year 2024- <br />25. Upon approval of the resolution (Exhibit 1) and execution of the subgrant <br />agreement, the City's Youth formula allocation is $770,569 (see Exhibit 2). The State <br />has notified staff that the City's Adult allocation will be $743,809 (see Exhibit 3, Round <br />- $146,227 and Round 2 - $597,582 combined Adult allocation) and $546,957 for <br />
