EXHIBIT 1 <br />RESOLUTION NO. 2024- <br />A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF <br />SANTA ANA AUTHORIZING THE CITY MANAGER OR <br />DESIGNEE TO EXECUTE A SUBGRANT AGREEMENT <br />AND ALL NECESSARY DOCUMENTS TO RECEIVE FUNDS <br />FOR THE WORKFORCE INNOVATION AND <br />OPPORTUNITY ACT WITH THE STATE OF CALIFORNIA, <br />WORKFORCE SERVICES DIVISION, FOR A PERIOD <br />FROM JULY 30, 2024 TO JUNE 30, 2028 <br />BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF SANTA ANA AS <br />FOLLOWS: <br />Section 1. The City Council of the City of Santa Ana hereby finds, determines <br />and declares as follows: <br />A. The Workforce Innovation and Opportunity Act (WIOA) of 2014 provides funds <br />to Local Workforce Development Areas (LWDA) to operate job -training <br />programs permissible under the Act for adults, dislocated workers and youth <br />meeting specific criteria set forth in the Act. <br />B. The California Workforce Investment Board recommended approval that Santa <br />Ana be designated as a local workforce development area under WIOA. The <br />Governor and Secretary of the Labor and Workforce Development Agency <br />concurred with the recommendation. <br />C. A new sub -grant is required at the beginning of each fiscal year in order to avoid <br />the commingling of funds from the previous year. Submittal of this sub -grant is <br />the first step in the process enabling the City of Santa Ana to receive WIOA <br />funds as they are allocated by the State of California at the beginning of each <br />new fiscal year. <br />D. Submittal of the sub -grant agreement will enable the City to receive WIOA <br />Youth Formula Funds. The City will also receive Adult and Dislocated Worker <br />Formula Funds through a unilateral modification from the State of California. <br />E. The sub -grant and other related documents from the State of California must <br />be reviewed and executed by the City of Santa Ana in order to receive said <br />funding. <br />Section 2. The City Council of the City of Santa Ana hereby authorizes the City <br />Manager or his/her/their designee to perform any and all duties and to execute all <br />necessary documents related to the sub -grant with the State of California, Workforce <br />Services Division, until June 30, 2028 to correspond with the State's current Unified <br />Resolution No. 2024-XXX <br />Page 1 of 2 <br />
