The sale of alcohol beverages for off -premises <br />consumption at this site will provide an additional location in Santa Ana where residents can <br />purchase alcohol which will ensure local spending. <br />Public Convenience or Necessity Analysis: <br />PCN requests are governed by Section 41-645.5 of the SAMC and Section 23958.4 of the <br />Business and Professional Code. A PCN determination is required for this project because Target <br />is located in a census tract where the ratio of existing retail off -premises alcohol licenses to <br />population in the census tract exceeds the ratio of retail off -premises alcohol licenses to <br />population in the county, resulting in an over concentration as determined by ABC. Target is <br />located in Census Tract No. 741.07, which ABC allows a maximum of three off -premises alcohol <br />licenses, while there are currently four active licenses per ABC. Per ABC, an "undue <br />concentration" would occur if more than three off -premises licenses are within this census tract. <br />It is important to note that, if CUP No. 2012-14-MOD-1 is approved, the existing Type-20 ABC <br />license currently being operated by Target will be surrendered once the Type-21 ABC license is <br />approved and processed by ABC and the Census Tract will continue to have a total of four ABC <br />licenses. Table 3 below and Exhibit 6 identify the location of the existing off -premises alcohol <br />licenses. Conversely, the inability to make these findings would result in a denial. <br />Target has demonstrated civic participation by taking additional steps to seek community input <br />via substantial notification efforts to the surrounding neighborhood. Target and staff both <br />contacted the representatives of the South Coast, Republic Homes, and Metro Classic <br />neighborhood associations to identify any areas of concerns due to the proposed application <br />request, and no objections were received. Target will mitigate any potential detrimental effects, <br />should any arise, by enforcing policies protocols, and alcohol -related training initiatives, to ensure <br />that alcohol sales are handled in a responsible manner to deter crime, loitering, and any other <br />activity that could be detrimental to the surrounding community. The addition of distilled spirits <br />would add a substantial convenience to the surrounding community by adding to the food options <br />at the existing market section of the store. The ability to purchase alcoholic beverages with other <br />grocery items will offer customers a more complete shopping experience and will provide a <br />service to Target customers by eliminating the need for an additional shopping trip to other off - <br />sale alcoholic beverage establishments nearby. <br />The proposed sale of alcoholic beverages for off -premises consumption would improve the overall <br />functions of the business by enhancing the complete department store experience. Over 95- <br />percent of the Target stores in California sell alcoholic beverages, and Target corporation <br />implements its own policies to ensure the safe and responsible handling and sale of alcoholic <br />
