Award a construction contract to CJ Concrete Construction, the lowest <br />responsible bidder, in accordance with the base bid in the amount of $1,433,200, <br />subject to change orders in accordance with the Greenbook: Standard <br />Specifications for Public Works Construction, for construction of the Legacy <br />Square Transportation Improvements Project, for a term beginning August 20, <br />2024, and ending upon project completion, and authorize the City Manager to <br />execute the contract. <br />2. Approve the Project Cost Analysis for a total estimated construction delivery cost <br />of $1,798,079, which includes $1,433,200 for the construction contract; $221,559 <br />for contract administration, inspection, and testing; and a $143,320 project <br />contingency for unanticipated or unforeseen work. <br />3. Determine that, pursuant to the California Environmental Quality Act (CEQA), the <br />recommended actions are exempt from further review pursuant to Section <br />15301(c) of the CEQA guidelines for projects consisting of highways and streets, <br />sidewalks, gutters, bicycle and pedestrian trails, and similar facilities. The <br />proposed project continues to meet these parameters of the CEQA guidelines, <br />and Categorical Exemption Environmental Review No. ER-2023-92 was filed for <br />Project 22-9001. <br />GOVERNMENT CODE §84308 APPLIES: No <br />DISCUSSION <br />The Public Works Agency (PWA)'s Engineering Services is responsible for managing <br />roads, transportation network, and the administration and oversight of all Capital <br />Improvement Projects in the city. The City received a grant from the State of California's <br />Affordable Housing and Sustainable Communities (AHSC) Program for improvements in <br />
