The purpose of the survey was to verify <br />how these agencies measure their progress on the implementation of various aspects of <br />SB 1383. Survey participants were asked to mark their progress on the scale from 1 <br />(significant challenges) to 5 (excellent) for each of the questions. The survey questions <br />as well as more detailed information on responses and follow-up comments and <br />explanations is included in Appendix A. <br />Main Implementation Issues <br />To follow-up on the survey, the OCGJ conducted a series of interviews with jurisdictions <br />to learn more about their specific challenges in implementing SB 1383, successes, <br />concerns, and solutions to common issues. The eleven jurisdictions interviewed were <br />the same included in the 2019-2020 OCGJ report "OC Recycling: Doing it the Right <br />Way" representing different geographical areas of the county and a variety of <br />populations and/or land areas. Several themes emerged from the interviews: <br />• Container Standardization <br />SB 1383 requires standardized colors for residential and business curbside containers <br />(green for organics, blue for recyclables, and grey for trash).
