• Assist as required with the coordination, management, and operational aspects of the grant. <br />Definitions (OPSG only) <br />Area of Interest: A specific area, areas, or facilities known to be used by transnational criminal <br />organizations in furtherance of their criminal activity. <br />Border -security related crime: Any action or enterprise that constitutes an offense which is punishable by <br />law: <br />• That results in a favorable environment for criminal enterprise network, transnational criminal, or <br />terrorist organizations; the smuggling/trafficking of humans, contraband, narcotics, or weapons of <br />mass destruction across or in proximity to the U.S. border or; <br />• That has a direct nexus to illicit cross -border activity; and <br />• For which prosecution would serve established border security goals as outlined by the CBP for a <br />whole of community approach. <br />Campai ng Plan: The first Operational Order based on the CONOP aimed at accomplishing a strategic or <br />operational objective within a given time and space. <br />Concept of Operations (CONOP): A written statement that clearly and concisely expresses what the <br />State, local, or tribal commander intends to accomplish and how it will be done using available resources <br />(and funding). It is also the operational equivalent of the OPSG grant application. <br />Fra me�ntary Order (FRAGO): A fragmentary order is a modification of the approved campaign plan, <br />reflecting changes to the scope or objective pursuant to 2 C.F.R. § 200.308(c)(1). S u b s e q u e n t F R A G O s a r e p e r in i s s appbo-ialq cpnsislent b j e c t t <br />with the requirements of 2 C.F.R. §§ 200.308, 200.407. <br />Friendly Forces: Local law enforcement entities with whom OPSG subrecipients provide funding to <br />support border security operations. <br />Integrated PlanningTeam Group that coordinates on all aspects of OPSG application, planning, <br />and de -briefings. <br />Operational Cycle: A deliberate on -going cycle of command, staff, and unit activities intended to <br />synchronize current and future operations (driven by current intelligence and short-term goals that <br />support the campaign). <br />Operational Discipline: The organized manner in which an organization plans, coordinates, and executes <br />the OPSG mission with common objectives toward a particular outcome. <br />Operation/Operational Order (00): A formal description of the action to be taken to accomplish or <br />satisfy a CONOP, Campaign Plan, or FRAGO.
