Go to https://niem.gov/ for guidance on how to utilize FEMA award funding for <br />information sharing, exchange, and interoperability activities. <br />The NIEM Emergency Management domain supports emergency -related services (including preparing <br />first responders and responding to disasters), information sharing, and activities such as homeland <br />security and resource and communications management. The NIEM Emergency Management domain has <br />an inclusive governance structure that includes federal, state, local, industry, and, where necessary, <br />international partnerships. The NIEM Emergency Management domain is committed to community <br />support via technical assistance and NIEM training. For more information on the NIEM Emergency <br />Management domain, to request training or technical assistance or to just get involved, go to <br />https://niem. ovg /EM. <br />Infrastructure Resilience Planning Framework (IRPF) <br />State, local, tribal, and territorial (SLTT) governments are faced with complex long-term decisions, <br />limited sources of revenue, and changing populations. CISA developed the IRPF as a resource for SLTT <br />planners. The IRPF provides a process and a series of tools and resources for incorporating critical <br />infrastructure resilience considerations into planning activities. The IRPF can be used to support capital <br />improvement plans, hazard mitigation plans, or other planning documents, as well as funding requests. <br />For more information, see Infrastructure Resilience Planning Framework (IRPF) (cisa.gov). <br />Integrated Public Alert and Warning System (IPAWS) <br />The current IPAWS Supplemental Guidance on Public Alert and Warning provides guidance on eligible <br />public alert and warning activities and equipment standards for prospective SLTT recipients. The intent of <br />this document is to promote consistency in policy across federal grant programs and to ensure <br />compatibility among federally funded projects. For more information on the IPAWS, go to <br />https://www.fema.gov/infonnational-materials. <br />Homeland Security Information Network (HSIN) <br />HSIN is a user -driven, web -based, information sharing platform that connects all homeland security <br />professionals including the DHS and its federal, state, local, tribal, territorial, international, and private <br />sector partners across all homeland security mission areas. HSIN is used to support daily operations, <br />events, exercises, natural disasters, and incidents. To support user mission needs, HSIN provides three <br />sets of services for secure information sharing. The first service provides a shared place for communities <br />to securely collaborate on homeland security issues and includes core functions such as a web <br />conferencing and instant messaging tools with white boarding, video, and chat services for real-time <br />communication and situational awareness. The second set provides secure dissemination and sharing <br />capabilities for homeland security alerts, reports, and products. The third set allows users to access and <br />query a variety of shared data and services from all homeland security mission areas and trusted federal <br />partners. Preparedness grant funds may be used to support planning, training and development costs <br />associated with developing and managing, mission critical, HSIN communities of interest and sites. CISA works to prevent or minimize disruptions to critical information <br />infrastructure to protect the public, the economy, and government services.
