Program Appendix F: <br />Intercity Passenger Rail (IPR) Program <br />As a reminder, while this appendix contains IPR-specific information and requirements, the main content <br />of this Manual (non -appendix information) contains important information relevant to all preparedness <br />grant programs, including the IPR. Please be sure to read the main content of this Manual in addition to <br />the program -specific appendices. <br />The IPR grant recipient may only use IPR grant funds for the purposes set forth in the Notice of Funding <br />Opportunity (NOFO), and all investments must be consistent with the statutory authority for the award. <br />Grant funds may not be used for matching funds for other federal awards, lobbying, or intervention in <br />federal regulatory or adjudicatory proceedings. In addition, federal funds may not be used to sue the <br />Federal Government or any other government entity. <br />IPR Funding Guidelines <br />Costs charged to a an IPR award must be consistent with the uniform administrative requirements and <br />audit requirements for federal awards, located at 2 C.F.R. Part 200, Subparts A-D and F. For more <br />information on 2 C.F.R. Part 200, please see Information Bulletin (IB) 400 r e g a r d i n g F E MA <br />implementation of these provisions prior to the recent 2020 revisions. For information on the recent <br />revisions to these regulations, see 2 CFR Grants Management PolicyUpdates I FEMA.gov. Costs charged <br />to an IPR award must also be consistent with the cost principles in the Federal Acquisition Regulation <br />(FAR) Part 31.2 in lieu of 2 C.F.R. Part 200, Subpart E. Any conflicts between FAR 31.2 and 2 C.F.R. <br />Part 200, Subpart E shall be resolved in favor of the applicable provision in FAR 31.2. <br />IPR Priorities <br />See the annual IPR NOFO. <br />Security Plan Requirements <br />The following information regarding security plan requirements is provided in 6 U.S.C. § 1134(c)(2): <br />Security plans should include the following, as appropriate: <br />• A p r i o r i t i z e d I i s t o f a I l i t e ms i n c l u d e d <br />that have not yet been addressed; <br />• A detailed list of any additional capital and operational improvements identified by DHS or the <br />p u b l i s transport at i on a g e n c y a n d a c e r t i <br />capacity for operating and maintaining any security equipment that may be identified in such list; <br />• Specific procedures to be implemented or used by the public transportation agency in response to <br />a terrorist attack, including evacuation and passenger communication plans and appropriate <br />evacuation and communication measures for the elderly and individuals with disabilities; <br />• A coordinated response plan that establishes procedures for appropriate interaction with state and <br />local law enforcement agencies, emergency responders, and federal officials in order to <br />coordinate security measures and plans for response in the event of a terrorist attack or other <br />major incident; <br />I n <br />f i c a t <br />���Nos��. e <br />��� <br />FEMA IPR Appendix 12023 Page F-1 <br />
