In accordance with 46 U.S.C. § 70107(b)(2), PSGP funding for projects for the cost of acquisition, <br />operation, and maintenance of security equipment or facilities to be used for security monitoring and <br />recording, security gates and fencing, marine barriers for designated security zones, security -related lighting <br />systems, remote surveillance, concealed video systems, security vessels, and other security -related <br />infrastructure or equipment that contributes to the overall security of passengers, cargo, or crewmembers <br />cannot exceed $1 million federal share per proiect. <br />The $1 million per project limitation applies only to those projects funded under 46 U.S.C. § 70107(b)(2) <br />and does not apply to projects funded under other provisions of Section 70107. <br />Allowable Direct Costs <br />Specific investments made in support of the funding priorities discussed in the annual PSGP NOFO <br />generally fall into one of the following six allowable expense categories: <br />• Planning; <br />• Operational Activities; <br />• Equipment and Capital Projects; <br />• Training and Awareness Campaigns; <br />• Exercises; and <br />• Management and Administration. <br />The following provides guidance on allowable costs within each of these areas. <br />Planning <br />Planning activities address the Soft Targets/Crowded Places; Cybersecurity; and Planning Priorities. <br />PSGP funds may be used for the following types of planning activities: <br />• Development or updating of port wide risk mitigation plan (PRMP), including the conduct of port <br />security vulnerability assessments as necessary to support plan update/development; <br />• Development and enhancement of security plans and protocols within the Area Maritime Security <br />Plan (AMSP), PRMP, and the Business Continuity and Resumption of Trade Plans (BCRTP) in <br />support of maritime security and risk mitigation planning; <br />• Materials required to conduct planning activities noted in this section; <br />• Travel and per diem related to the professional planning activities noted in this section; <br />• Coordination and information sharing with fusion centers; <br />• Planning activities related to alert and warning capabilities; <br />• Conducting risk and resilience assessments on increasingly connected cyber and physical systems, <br />on which security depends, using the Infrastructure Resilience Planning Framework and related <br />CISA resources; <br />• Other port wide maritime security project planning activities, which emphasize the ability to adapt <br />to changing conditions and be prepared to withstand, and recover from, disruptions due to <br />emergencies with prior approval from FEMA; and <br />• Backfill, overtime, hiring of part-time temporary personnel, and contractors or consultants to assist <br />with planning activities.
