Section 1 - Overview 1 2023 <br />Key Changes to the National Qualification System (NQS) <br />FY 2023 EMPG Cont. <br />Subrecipients are required to work towards <br />implementation of the NQS by developing an <br />implemention Plan. <br />Additional information regarding the NQS implementation <br />requirements and be found in the FEMA Preparedness <br />Grants Manual. <br />Build America Buy America Act (BABAA): <br />FY 2023 EMPG is subject to the BABAA requirements. The <br />BABAA requires all federal agencies, including FEMA, <br />to ensure that no federal Financial Assistance for <br />"Infrastructure" projects is provided unless all of the <br />iron, steel, manufactured products, and construction <br />materials used in the project are produced in the <br />United States. The BABAA requirements only apply to <br />awards or funds obligated on or after January 2, 2023, <br />and do not apply to awards or funds obligated during <br />the waiver period from July 1, 2022 to January 1, 2023. <br />Grant Management Cal OES issues Grant Management Memoranda (GMMs) <br />Memoranda which provide additional information and requirements <br />regarding EMPG funds. <br />Eligible Subrecipients Eligible Applicants, referred to as Subrecipients, include <br />Counties/Operational Areas (OAs), and federally - <br />recognized tribes located in California. <br />Tribal Allocations The NOFO strongly encourages Cal OES to provide EMPG <br />funds directly to tribes in California. To implement this <br />requirement, a special Request for Proposal will be issued <br />to California's federally -recognized tribes. All Subrecipients <br />are encouraged to coordinate with tribal governments to <br />ensure that tribal needs are considered in their grant <br />applications. <br />Subrecipient <br />Allocations <br />FY 2023 EMPG Subrecipient final allocations are included <br />in Attachment A. <br />2 <br />
