RESOLUTION NO. 61-81 OF THE CITY OF SANTA ANA, <br />CALIFORNIA, EXPRESSING OPPOSITION TO ASSEMBLY <br />BILL 494 <br /> <br /> BE IT RESOLVED: By the City Council of the City of Santa <br />Ana that Assembly Bill 494 should not be reported out of Committee <br />nor supported by the Members of the Legislature of the State. <br /> <br /> BE IT FURTHER RESOLVED: That the City of Santa Ana is un- <br />alterably opposed to State legislation which places a financial <br />burden on local agencies; is in favor of local self-government with <br />a minimum of statutory interference; that the "fringe benefits" in <br />public employment still exceed such benefits in most private employ- <br />ment, and a State-wide requirement for city, county and other local <br />agency welfare plan would ultimately result in a reduction of pay <br />scale in cities, counties and other local agencies, and Assembly <br />Bill 494 should be opposed. <br /> <br /> BE IT FURTHER RESOLVED: That no need exists for such legis- <br />lation at any level of government in the State of California. <br /> <br /> PASSED AND ADOPTED by the City Council of the City of Santa <br />Ana at its regular meeting held on the 20th day of March, 1961. <br /> <br />ATTEST: <br /> <br />STATE OF CALIFORNIA) <br />COUNTY OF ORANGE ) SS <br />CITY OF SANTA ANA ) <br /> <br />I, MARION SUTTNER, <br /> <br />do hereby certify that I am the Clerk of <br /> <br />the Council of the City of Santa Ana; that the foregoing Resolution <br />was regularly introduced to said Council at its regular meeting held <br />on the 20th day of March, 1961, and was at said meeting regularly <br />passed and adopted by the following vote, to-wit: <br /> <br /> Royal E.
