ACTIONS BY A RESPONSIBLE AGENCY <br />The City of Santa Ana is a Responsible Agency for the Conjunctive Use Water <br />Wells and Pipelines Project, hereinafter called Project, per Section 21069 of the <br />California Public Resources Code. <br />As a Responsible Agency for the Project, the City of Santa Ana, per Section <br />15096 of the State CEQA Guidelines, has participated with the Irvine Ranch <br />Water District (IRWD), hereinafter called the Lead Agency, in the review and <br />consideration of the Project, including: <br />• Responding to consultation by the Lead Agency including the identification of <br />concerns to the City of Santa Ana; <br />• Responding to the Notice of Preparation; <br />• Designating a contact person to participate in meetings regarding the Project; <br />and <br />• Responding to the EIR and the subsequent Addendum with regard to their <br />adequacy per the requirements of CEQA and the City of Santa Ana <br />procedures. <br />Based upon the foregoing, the City of Santa Ana has determined that the EIR <br />and Addendum, prepared and adopted by the Irvine Ranch Water Distirct is <br />adequate based upon the following findings: <br />• The City Council finds that the EIR and Addendum meet the requirements of <br />the CEQA Statutes and Guidelines and the City of Santa Ana environmental <br />procedures. <br />• The City Council finds that the changes to the Dyer Road Well Field (DRWF) <br />will require only minor modifications to the EIR to the make the original <br />document adequate for CEQA; <br />• The City Council finds that the changes and additions to the EIR do not raise <br />important new issues about the significant effects on the environment not <br />previously considered; <br />• The City Council finds that the Project, as revised, will not trigger the need for <br />a subsequent or subsequent EIR per Section 15162 of the CEQA Guidelines; <br />and <br />• The City Council finds that the Project, as revised and approved by the IRWD, <br />reduces potential impacts to the environment by modifications to the design of <br />the Project and/or the incorporation of mitigation measures. <br />Subsa.tute 25xGm <br />Page 42.1 <br />
