The City Manager shall recommend end~ the City Council shall <br />consider and adopt by ordinance rules and regulations governing the <br />contracting and purshaslng of all services, supplies, material, and equip- <br />ment required by any office, department, agency, officer, or employee <br />of tho City government. <br /> <br /> Section 422. COMPETITIVE BIDDING. Subject to the provisions <br />of this Charter and rules and regulations prescribed by the City Council <br />by ordinance, ample opportunity shall be given for competitive bidding <br />before making purchases of, or contracts for, supplies, materials, or <br />equipment. <br /> <br /> Section 423. INDEPENDENT AUDIT. Prior to the beginning of <br />each fiscal year the City Council shall designate a qualified certified <br />public accountant who shall make an independent audit of the accounts <br />and other evidences of financial transactions of the Cityguvernment dur- <br />ing the ensuing fiscal year and shall submit his report to the City Council <br />and the City Manager at the end of such fiscal year. Three copies of his <br />report shall be placed in tho office of the Clerk of tho Council where the <br />copies of tho report shall be made available for inspection by the gen- <br />eral public. Such certified public accountant shall have no personal <br />interest, direct or indirect, in the fiscal affairs of the City government or <br />of any of the officers of the City. <br /> <br /> Section 424. PUBLICATION OF Z.EGAL NOTICES. Ail ordinances <br />finally adopted under the provisions of this Charter shall be published in <br />tho English language by st least one insertion in the official newspaper <br />as hereinsfter defined. In the event there is no official newspaper of <br />general circulation published and circulated in the City, such ordinances <br />and other legal notices pertaining to City affairs may be published by <br />posting for at least ten days in at least three public places in the City <br />within fifteen days after final adoption of the ordinances. No ordinance <br />shall be valid or take effect without publication or posting, but no defect <br />or irregularity in proceedings taken under this section, or failure to <br />designate an official newspaper, shall invalidate any publication or post- <br />ing where the same is otherv.,ise in conformity with this Charter or law <br />or ordinance. <br /> <br /> In tho event there is more than one newspaper of general circula- <br />tion published in the City, the City Council, annually, prior to the begin. <br />ning of each fiscal year, shall publish · notice inviting bids and contracts <br />for the publication of all legal notices or other matter required to be <br />published, in a newspaper of general circulation published and circu- <br />lated in said City during the ensuing fiscal year. In the event there is <br />only one newspaper of general circulation published in the City, then <br />the City Council shall have the power to contract for the ensuing fiscal <br />year with such newspaper for the printing and publishing of such legal <br />notices without being required to advertise for bids therefor. The news- <br />paper with which the City Council makes a contract for the ensuing <br />fiscal year shall be designated as the official newspaper for the publi- <br />cation of ordinances and other legal notices and matters. <br /> <br />¸',4 <br /> <br /> <br />
