<br /> Section 107. ORDINANCES CONTINUED IN EFFECT. All ordin-
<br />ences and resolutions and all rules, regulations, and orders legally mede
<br />by any offlce, department, agency, or officer of the City, in force et the
<br />effective date of this Charter, and not inconsistent herewith, shill remain
<br />in force until emended, repealed, or superseded as provided heroin.

<br /> Section 108. CONTINUANCE OF CONTRACTS AND PUBLIC IM.
<br />PROVEMENTS. All contracts entered into by the City, or for its benefit,
<br />prior to the taking of effect of this Charter, shall continue in full force
<br />end effect. Public improvements for which legislative steps have been
<br />taken under laws existing at Ihe time this Charter takes effect may be
<br />carried to completion es nearly es practicable in accordance with the
<br />provisions of existing laws or may be continued or perfected under this
<br />Charter.

<br /> Section 109. PENDING ACTIONS AND PROCEEDIHGS. No action
<br />or proceeding, civil or criminal, pending et the time when this Chsrter
<br />shall take effect, brought by or against the City or any office, depart-
<br />ment, agency, or officer thereof, shall be affected or abated by the
<br />adoption Qf this Charter or by anything it contains; but ell such actions
<br />or proceedings may be continued notwithstanding that functions,
<br />powers, end duties of any of~ce, department, agency, or officer party
<br />thereto may by or under this Charter be assigned or transferred to
<br />another office, department, agency, or officer, but in that event the same
<br />may be prbsecuted or defended by the head of the offlce, department,
<br />or agency to which such functions, powers, and duties have been
<br />assigned or transferred by or under this Charter.

<br /> Section 110. EFFECTIVE DATE OF CHARTER. For the purpose of
<br />nominating end electing members of the City Council end the Board of
<br />Education, the provisions of this Charter shall become effective from the
<br />date of its approval by the Legislature of the State of California. For ell
<br />other purposes this Charter shall be in effect on the first Tuesday next
<br />following the first election of members of the City Council thereunder,
<br />at eight (8:00) o'clock P.M.

<br /> POWERS OF THE CITY
<br />
<br /> Section 200. POWERS OF THE CITY. The City shill have the
<br />power to make end enforce all laws end regulations in respect to
<br />munlcipel affairs, subject only to such restrictions and limitations as may
<br />be provided in this Charter and in the Constitution of the State of
<br />Celifornla. It shall also have the power to exercise any and all rights,
<br />powers, privileges heretofore or hereafter established, granted, or
<br />prescribed by any law of the State, by this Charter, or by other lawfu~
<br />authority, or which e municipal corporation might or could exercise
<br />under the Constitution of the State of California. The enumeration in
