CONSULTANT AGREEMENT <br />THIS AGREEMENT, made and entered into this 4 th day of February, 1998, by and <br />between the CITY OF SANTA ANA, a municipal corporation of the State of California, <br />hereinafter referred to as "City," and INTERNATIONAL NETWORK SERVICES (INS), <br />hereinafter referred to as "Consultant". <br />WITNESSETH <br />Recitals: <br />I. The City requires the expertise and services of a Consultant to conduct a network <br />security assessment within the current City data network environment. Issues concerning the <br />levels of security within the current network as well as the risk associated with needs for public <br />access and new and/or projected services (RAS, Internet connectivity, etc,) have prompted the <br />need for this review. Further, the City needs the Consultant's assistance in the formulation of a <br />broad set of information security guidelines. These guidelines will define information access <br />need, the levels and degree of access allowed and necessary protections to be taken for <br />information security. The principle objective of this Agreement with the Consultant will be for the <br />Consultant to carry out technical activities for performing a network security review and analysis <br />of identified City networking systems and to provide specific recommendations. Work to be <br />performed includes the following: <br />A. Complete work started in prior consulting agreement, <br />B. Assess what information security policy has been defined, and how it will be <br />implemented by the City. <br />C. Perform interviews with functional managers and representative users to ascertain <br />network access and security requirements, <br />(1) Develop draft security procedures and guidelines consistent with City's needs <br />and Consultant recommendations. <br />D. Develop and undertake a City -specific security needs analysis using a structured <br />approach encompassing the following elements: <br />(1) Continuing with a top-level review; proceeding to a review of the lower levels of <br />the City's network infrastructure; <br />
