CONSULTANT AGREEMENT THIS AGREEMENT, made and entered into this 4 th day of February, 1998, by and between the CITY OF SANTA ANA, a municipal corporation of the State of California, hereinafter referred to as "City," and INTERNATIONAL NETWORK SERVICES (INS), hereinafter referred to as "Consultant". WITNESSETH Recitals: I. The City requires the expertise and services of a Consultant to conduct a network security assessment within the current City data network environment. Issues concerning the levels of security within the current network as well as the risk associated with needs for public access and new and/or projected services (RAS, Internet connectivity, etc,) have prompted the need for this review. Further, the City needs the Consultant's assistance in the formulation of a broad set of information security guidelines. These guidelines will define information access need, the levels and degree of access allowed and necessary protections to be taken for information security. The principle objective of this Agreement with the Consultant will be for the Consultant to carry out technical activities for performing a network security review and analysis of identified City networking systems and to provide specific recommendations. Work to be performed includes the following: A. Complete work started in prior consulting agreement, B. Assess what information security policy has been defined, and how it will be implemented by the City. C. Perform interviews with functional managers and representative users to ascertain network access and security requirements, (1) Develop draft security procedures and guidelines consistent with City's needs and Consultant recommendations. D. Develop and undertake a City -specific security needs analysis using a structured approach encompassing the following elements: (1) Continuing with a top-level review; proceeding to a review of the lower levels of the City's network infrastructure;
