Santiago Park Main Street Entrance Project <br />September 17, 2024 <br />Page 2 <br />GOVERNMENT CODE 484308 APPLIES: No <br />DISCUSSION <br />The Public Works Agency (PWA) is responsible for the administration and oversight of <br />all Capital Improvement Projects in the City. Santiago Park is a 35-acre linear park <br />located at the northern edge of the City along Santiago Creek. PWA submitted a <br />successful grant application and received a total of $2.8 million from the State of <br />California Coastal Conservancy to revitalize the Santiago Park Main Street Entrance <br />and west end of the park (Exhibit 1). The scope of work includes removal of asphalt <br />concrete pavement, grading, construction of an upgraded bike trail, decomposed granite <br />pedestrian walkways, area lighting, picnic areas, landscaping and irrigation system, site <br />furniture, and signage. Once completed, these improvements will improve the existing <br />Main Street entrance to Santiago Park, provide an upgraded passive area within the <br />park, and support compliance with Americans with Disabilities Act (ADA) standards. <br />A copy of construction plans, contracts, specifications and all related reference <br />materials (such as The Greenbook) are available for public review at the City's Public <br />Works Agency, Central Files office located in City Hall. <br />Public Outreach and Contractor Participation <br />To provide an opportunity for local vendors to submit bids, the City notified a total of 78 <br />regional vendors via PlanetBids, many of which are Santa Ana based. No bids were <br />received from any Santa Ana contractors. <br />As legally required, a Notice Inviting Bids was advertised in the Orange County Register <br />newspaper on June 19 and June 26, 2024. The project was also advertised in <br />PlanetBids from June 17 through July 10, 2024. Based on the bid analysis and a contractor's reference check, <br />staff recommends awarding the construction contract to Armstrong Cal Builders Inc. for <br />the base bid of $2,763,816 (Exhibit 3), excluding the alternate bid. <br />
