The final CAPER will capture performance information from the fourth quarter that <br />is not available to date. For this reason, several tables in the draft CAPER are blank. <br />Each table in the final CAPER will be complete to show the progress made in meeting <br />the Five-Year Consolidated Plan objectives. <br />FISCAL IMPACT <br />There is no fiscal impact associated with this action. <br />EXHIBIT(S) <br />1. Consolidated Annual Performance and Evaluation Report (CAPER) for Fiscal Year <br />2023-24 <br />Submitted By: Michael L. Garcia, Executive Director of Community Development <br />Approved By: Alvaro Nuñez, City Manager <br />provide 47 units of permanent supportive housing including 16 <br />HOME-ARP assisted units. <br />•Funded four (4) first-time homebuyer down payment assistance <br />loans with $480,000 in CDBG funds. <br />•Participated in eight (8) down payment assistance workshops and <br />forty three (43) outreach events <br />Code Enforcement <br />•Community preservation efforts continue in deteriorated and <br />deteriorating areas to preserve the City's aging housing stock. In <br />FY 2023-24 Code Enforcement funds were used to respond to <br />complaints covering residential properties within the CDBG <br />eligible deteriorating and deteriorated areas. During the program <br />year, the City issued a total of 10,971 violations to single-family <br />units. <br />•Code Enforcement staff also issued 199 Notices of Violation, 103 <br />Notice and Orders, and 7,240 Administrative Citations involving <br />residential housing. As a result of these efforts, property owners <br />have made approximately $4,465,280 in repairs and upgrades <br />encompassing 635 permits. <br />Homeless Services <br />(ESG) <br />•Provided assistance to 1,250 persons through Street Outreach, <br />Homeless Prevention, Rapid Re-housing, or Shelter. This number <br />includes 163 children and 1,046 individuals who reported as <br />adults. Numbers also include 686 that identified as Male and 419 <br />who identified as Female, seven (7) identified as Transgender, <br />Three (3) identified as more than one gender, and three (3) <br />identified as non-binary. <br />•Provided services to 408 persons with mental health disabilities, <br />215 persons with physical disabilities, 302 persons with chronic <br />health disabilities, 412 persons with substance abuse disabilities, <br />120 persons with developmental disabilities, and 21 persons with <br />HIV/AIDS.
