RESOLUTION NO. 2024-XXX <br />A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SANTA <br />ANA (1) CERTIFYING THE FINAL SUPPLEMENTAL <br />ENVIRONMENTAL IMPACT REPORT FOR THE RELATED <br />BRISTOL SPECIFIC PLAN PROJECT (SCH NO. 2020029087), (2) <br />ADOPTING ENVIRONMENTAL FINDINGS OF FACT AND A <br />STATEMENT OF OVERRIDING CONSIDERATIONS FOR THE <br />PROJECT PURSUANT TO THE CALIFORNIA ENVIRONMENTAL <br />QUALITY ACT, AND (3) ADOPTING THE MITIGATION <br />MONITORING AND REPORTING PROGRAM <br />WHEREAS, in April 2022, the City of Santa Ana ("City") certified the General Plan <br />Update ("GPU") Final Environmental Impact Report ("FEIR") (SCH No. 2020029087) and <br />adopted its GPU; and <br />WHEREAS, the GPU Land Use Element guides development by designating land <br />uses, evaluates the potential environmental effects associated with implementation of <br />the GPU, and addresses appropriate and feasible mitigation measures that would <br />minimize or eliminate these impacts; and <br />WHEREAS, the Related Bristol Specific Plan Project ("Project") site is located <br />within the GPU South Bristol Street Focus Area and is consistent with the GPU land use <br />designation; and <br />WHEREAS, the Project entails, among other things, (1) demolition of the existing <br />sixteen (16) structures on the Project Site; (2) the establishment of a new Related Bristol <br />Specific Plan (SP No. 5) and a change of zone for the Project Site to the new Related <br />Bristol Specific Plan (SP No. 5) designation; (3) redevelopment of the Project Site into <br />3,750 residential units, up to 350,000 square feet of commercial space, 250 hotel rooms, <br />and 200 senior care units, including 6,520 onsite parking spaces, and 13.1 acres of <br />onsite open space; and (4) approval of Vesting Tentative Tract Map ("VTTM") No. 2023- <br />01; and <br />WHEREAS, the City determined that a supplemental EIR ("SEIR") to the GPU <br />FEIR is required to evaluate the potential of the Project to result in new or substantially <br />greater environmental impacts than previously identified in the GPU FEIR, and therefore <br />did not prepare an initial study in accordance with State CEQA Guidelines Section <br />15063(a); and <br />WHEREAS, pursuant to Section 21067 of the Public Resources Code, and State <br />CEQA Guidelines Section 15367, the City of Santa Ana is the lead agency for the Project; <br />and <br />Resolution No. 2024-XXX <br />Page 1 of 7 <br />
