Related Bristol Mixed -Use Project CEQA Findings of Fact <br />SECTION II <br />RESOLUTION REGARDING ENVIRONMENTAL TOPIC AREAS WITH NO IMPACT <br />Based upon the Supplemental EIR prepared for the Project, the City determined that the Project <br />would have no impact or a less than significant impact on the following environmental topic areas <br />and that no further, detailed analysis of these topics was required in the Supplemental EIR: <br />• Aesthetics <br />• Agriculture and Forestry Resources <br />• Biological Resources <br />• Mineral Resources <br />• Wildfire <br />The evidence in support of the finding that the Project will not have a significant impact on these <br />environmental topic areas are set forth in the Draft EIR which is incorporated by reference <br />(Supplemental Draft EIR, pp. 5.16-7 to 5.16-12). <br />Based upon the Supplemental EIR prepared for the Project, the City determined that the Project <br />would have no impact on the following environmental topic areas: <br />A. Cultural Resources <br />Impact Finding: The Project would not cause a substantial adverse change in the significance of a <br />historical resource pursuant to CEQA Guidelines Section 15064.5 (Draft Supplemental EIR at p. 5.2- <br />9). <br />Facts in Support of Findings: The Project site does not contain any historical resources. As described <br />in the Historical Resource Assessment that was prepared for the Project site (included as Appendix <br />D of the Draft Supplemental EIR), 16 of the existing buildings onsite were constructed more than 45 <br />years ago. None of the buildings were identified as meeting any historic resource criterion and do <br />not meet the definition of a historic resource pursuant to CEQA or the City of Santa Ana. Overall, <br />the site does not include any historic resources and implementation of the proposed Project would <br />not impact a historic resource. Therefore, Project impacts would be less than those disclosed in the <br />GPU FEIR, which were determined to be significant and unavoidable despite inclusion of mitigation <br />(Draft Supplemental EIR at pp. 5.2-9 through 5.2-14). <br />B. Energy <br />Impact Finding: The Project would not conflict with or obstruct a state or local plan for renewable <br />energy or energy efficiency (Draft Supplemental EIR at p. 5.3-1 3). <br />Facts in Support of Findings: The proposed Project would be required to meet the CCR Title 24 <br />energy efficiency standards in effect during permitting of the Project. The City's administration of <br />the CCR Title 24 requirements includes review of design components and energy conservation <br />measures that occurs during the permitting process, which ensures that all requirements are met. In <br />addition, the Project would not conflict with or obstruct opportunities to use renewable energy, such <br />as solar energy.
