Flores, Dora
From:Dee Fox <dee.fox@me.com>
Sent:Monday, AM
To:fred.jung@cityoffullerton.com
Subject:OCPA
Attention: This email originated from outside of City of Santa Ana. Use caution when opening attachments or links.
Since you apparently have no email account with the OCPA, I have to address my concerns to you at your City
of Fullerton email address.

Last year the OCPA Board said they would include all correspondence/emails from the public regarding
Agendized and Non-Agendized items in the meeting minutes. We are well into 2024 and NO correspondence
has been attached to any of the minutes. I find this very concerning. I now had to do a public document request
for this information which adds needless time for the OCPA staff. I hope you will get this corrected.

I also have concerns about OCPA ratepayer funds going to fund events in your city and in the City of Irvine that
have nothing to do with clean energy. Examples:

$1,000- Fullerton Mayor’s Prayer - Breakfast - 04/11/23
$1,000- Fullerton Mayor’s Prayer - Breakfast - 03/04/24
$2,500- Fullerton Heritage Theatre Foundation - Sponsorship - 07/24/23
$4,000- Fullerton Bears Football - Sponsorship - 08/11/23
$5,000- Fullerton Lasorda Day Festival - Sponsorship - 10/18/23
$1,400- Fullerton Park & Recreation - Tree & Plaque - 10/17/23
$2,500- Fullerton - First Night - Gold Tier Sponsorship - 12/21/23
$3,000- Fullerton Tree Lighting - Sponsorship - 12/18/23
$1,500- Fullerton State of the City Address - Luncheon - 03/13/24
$2,500- World Korean Business Convention - Sponsorship - 10/23/23
$2,500- Korean Cultural Festival - Bronze Sponsorship - 05/16/23
$1,500- Korean Chamber of Commerce - Sponsorship - 08/01/23
$4,000- Korean Performing Arts - Title Sponsorship - 08/01/23
$1,000- Asian Business Association - Board Membership - 08/01/23
$90- OCPA UB Credit Card - Lunch for Kathleen Treseder - 05/30/23
$22- OCPA UB Credit Card - Public Cafe - No Reason - 05/30/23
$69- OCPA UB Credit Card - Panini Kabob Grill - No Reason - 05/30/23
$228- OCPA UB Credit Card - Postino - No Reason - 05/30/23
$199- OCPA UB Credit Card - Irvine Restaurant - No Reason - 05/30/23

And what I find the MOST concerning, bordering on abuse of public funds, is that NONE of these items, and
there are a lot more, NEVER were placed on the Agendas! So, tell me, how does that work? You and your
colleagues go behind closed doors and get someone to cut checks for organizations of your choosing? I am sure
your ratepayers would like to know how their money is being spent! Looks like this agency is nothing but a
slush fund! I would be very interested to hear your justification for taking funds in this way. Tammy Kim had
already received funds from the City of Irvine for the World Korean Business Convention, which had been
objected to because it ONLY supported overseas Korean businesses, but Mayor Khan gave in to her and gave
her half of what she wanted. So, greedy Tammy Kim comes to the OCPA TO GET THE REST! This is
unconscionable!
1
