V <br />CITY shall maintain proper accounting records and procedures <br />and other evidence pertaining to costs incurred which records <br />shall be kept available at the CITY'S office during the agreement <br />period and thereafter for five (5) years from the date of final. <br />-payment of County revenue sharing funds and shall make said <br />records available to the COUNTY for the purposes of auditing and <br />that quarterly progress reports shall be supplied by the CITY to <br />the County Administrative Office. <br />VI <br />CITY agrees that for development projects, planning and <br />design services and all other development,overhead shall not be <br />included under this joint funding agreement_ The CITY acknowledges <br />responsibility for the design of development projects and agrees <br />-that plans and specifications shall be approved by the COUNTY" <br />prior to advertising for bids. <br />VII <br />The CITY acknowledges that funds being provided by COUNTY <br />are funds,,.rece.ued„by the County of, -Orange pursuant to the state <br />-and local Fiscal Assistance Act of 1972, Public Law 92-512, and that <br />expenditure ;of,these,:funds, r ust,_be An -accordance with said law <br />and regulations issued by agencies of the federal government. <br />CITY further acknowledges that when such funds are used on any <br />construction project for which twenty five percent (25%) or more <br />of the costs are paid :out=_af revenue=funds, prevailing wages must <br />be paid in accordance with -the Davis --Bacon Act, as amended, 40 <br />
