SANTA ANA SENIOR CITIZEN SERVICE CENTER TRANSPORTATION <br />CITY agrees that t90,000 shall be used exclusively for planning and imple- <br />menting service to assist in the transportation needs of Senior Citizens to <br />and from the Center. <br />Special transportation needs of the elderly have become evident in other <br />social/nutritional programs currently being operated in Orange County. <br />These needs occur because the grid pattern of existing bus routes is often <br />inaccessible due to long distances between pick-up points and waiting periods <br />which are unbearable for the elderly and handicapped. In addition, dial -a - <br />ride systems utilize mini -buses which are not equipped to handle wheel chairs <br />and semi -ambulatory elderly or handicapped persons. <br />Through negotiations with the Orange County Rapid Transit District several <br />possible specializedservices will be provided with the $90,000 allocated <br />for transportation. Specifically, the City proposes that Orange County <br />Transit District purchase two (2) specially equipped buses to augment the <br />existing fixed bus routes to make the Center more accessible to the handi- <br />capped Senior Citizens. <br />These buses will be used by Orange County Transit District for provision <br />of the following services to Seniors: <br />1. A modified dial -a -ride system using the specially equipped bus to <br />transport Senior Citizens from areas not serviced by the fixed bus route. <br />2. A "subscription" bus type service for handicapped Senior Citizens which <br />would provide transportation to and from the Senior Citizens Center for <br />specific purposes in accordance with pre -arranged schedules such as for <br />dental, heart, lung and/or eye examinations, etc. <br />This special transportation service will be in addition to the County's free <br />pass system for Senior Citizens which is excellent but which is unable to <br />reach many isolated handicapped Senior Citizens who will thus be unable to <br />avail themselves of Senior Citizen Center services. <br />The City's concern is to maximize the utilization of the Social Services at <br />the Center, specifically to insure that handicapped and isolated Citizens <br />have adequate access to the Medical, dental, welfare and nutritional programs <br />proposed for the Senior Citizens Center. <br />The proposed special transportation program will insure that the target groups <br />for whom Center programs have been designed will be able to reach those <br />programs. <br />Exhibit C <br />
