EXHIBIT A <br />CONSULTANT SERVICES <br />Municipal Resource Consultants (MRC) shall provide revenue enhancement and <br />information services to the City of Santa Ana (City). The objectives, scope, <br />procedures, deliverables, timing, compensation and staffing are set forth as <br />follows: <br />1.0 REVENUE ENHANCEMENT AUDITS <br />1.1 BACKGROUND <br />Many California cities are not realizing all of the revenue to which they are <br />entitled due to administrative errors and omissions by revenue -generating <br />businesses and third party intermediaries (such as the State, counties and <br />utility companies) who are responsible for collecting the tax revenue and <br />remitting it to the cities. <br />Because there are time limitations on the City's ability to recover revenue it <br />has been deprived of, it behooves Santa Ana to have revenue enhancement <br />audits conducted as thoroughly and rapidly as possible. <br />1.2 OBJECTIVE <br />The objective of MRC's revenue enhancement audits is to assist the City in <br />recovering all of the revenue to which it is entitled from the City's major <br />sources of general fund revenue (see Scope below). <br />MRC's revenue enhancement audits result in the detection, documentation <br />and correction of errors and omissions causing deficiencies and thereby <br />produce new revenue that would not otherwise have been realized by the <br />City. <br />1.3 SCOPE <br />MRC's revenue enhancement audit service includes the following tax <br />revenue sources: <br />N Business License Tax <br />■ Documentary Transfer Tax <br />■ Franchise Fees <br />X Property Tax (including RDA Tax Increment) <br />■ Sales/Use Tax <br />0 Transient Occupancy Taxl <br />■ Utility Users Tax <br />x MRC will not proceed with the auditing of Transient Occupancy Tax until specifically directed to do so <br />by the City <br />4 <br />
