Public Works Agency <br />www.santa-ana.org/public-works <br />Item # 18 <br />City of Santa Ana <br />20 Civic Center Plaza, Santa Ana, CA 92701 <br />Staff Report <br />October 1, 2024 <br />TOPIC: Police Vehicle Conversion Equipment and Installation Services <br />AGENDA TITLE <br />Agreement with Stommel Inc. dba LEHR Auto Electric for Police Vehicle Conversion <br />Equipment and Installation Services (Specification No. 24-105) (Non -General Fund) <br />RECOMMENDED ACTION <br />Authorize the City Manager to execute an agreement with Stommel, Inc. dba LEHR <br />Auto Electric for police vehicle conversion equipment and installation services, for a <br />three-year period commencing October 1, 2024 and expiring September 30, 2027, with <br />a provision for one, two-year renewal option, for a total amount, including extension, not <br />to exceed $2,000,000 (Agreement No. A-2024-XXX). <br />GOVERNMENT CODE §84308 APPLIES: No <br />DISCUSSION <br />The Public Works Agency's (PWA) Parks, Fleet, and Facilities Services Division is <br />responsible for the acquisition, maintenance, repair, and replacement of vehicles, <br />trucks, and maintenance equipment. Before releasing vehicles to City Departments, <br />Fleet Services ensures City vehicles are outfitted with light bars, sirens, decals, and <br />other equipment as needed. <br />The Police Department currently uses the Ford Interceptor Utility as the standard patrol <br />vehicle. In this fiscal year 2024-2025, PWA is expecting a total of 18 vehicles to be <br />delivered with an additional 14 vehicles the following fiscal year. PWA staff must outfit <br />each of the vehicles with police -related equipment such as light bars, sirens, weapon <br />racks, security seating, push bumpers, etc. before releasing them to the Police <br />Department. The estimated cost to purchase the necessary equipment for each vehicle <br />ranges from $17,000 to $24,000. <br />Santa Ana Ordinance No. NS-3041 authorizes the City to purchase against contracts <br />from any public agency employing a competitive bid process. The County of Orange's <br />contract with Stommel, Inc. dba LEHR Auto Electric for police vehicle conversion <br />equipment and installation services has been awarded as a result of open, competitive <br />bidding and meets the City's requirements.
