<br />9/10/2024 7:55:22 AM Page 4 of 19 <br /> <br /> <br />In 2023, despite ongoing efforts to curb impaired driving, our community faced a staggering 377 DUI arrests, <br />including 5 alcohol-related fatal crashes, 74 alcohol-related injury crashes, 115 alcohol-related injury victims, <br />8 drug-involved fatal crashes, 21 drug-related involved injuries, 28 drug-related injuries, 4 combo injury <br />crashes, and 7 combined injuries, highlighting the ongoing and sever impact of alcohol and drug impairment <br />on public safety. <br /> <br />Additionally, our department needs a new DUI checkpoint trailer to replace the outdated one currently in <br />use. The existing trailer lacks modern features, which impacts efficiency and safety. A new trailer will <br />enhance visibility, improve operational reliability, and integrate advanced technology, ultimately allowing us <br />to conduct more effective and efficient DUI checkpoints. This upgrade is essential for maintaining our <br />commitment to road safety and effective impaired driving prevention. <br /> <br />Currently, the Santa Ana Police Department has 18 sworn Police Officers assigned to the Traffic Division. <br />These numbers include (1) Commander, (2) Sergeants, (3) Corporals, and (12) Police Officers. (3) sworn <br />Police Officers assigned as Crash Investigation Detectives and are not regularly fielded for the purpose of <br />traffic enforcement. There are (9) Motor Officers assigned to the Traffic Division who are tasked with daily <br />traffic enforcement and crash investigations. <br /> <br />Expected Outcomes: <br /> Reduction in Traffic Crashes: Implementing evidence-based traffic safety measures to significantly <br />reduce the number of crashes at identified hotspots. This includes high visibility enforcement <br />activities such as DUI Saturation, DUI/DL Checkpoints, among others. <br /> Addressing Unlicensed Drivers: Implementing strategies to identify and address the issue of <br />unlicensed drivers through education and enforcement; thereby, reducing the risk of crashes caused <br />by individuals without valid driving credentials. <br /> Enhanced Pedestrian and Cyclist Safety: Implementing awareness campaigns and safety equipment <br />distribution to ensure the safety of pedestrians and cyclists on city streets. <br /> Community Engagement: Establishing community outreach programs to educate residents and <br />commuters about the importance of traffic safety and garnering their support for sustainable, long- <br />term changes. <br />By addressing these key issues, the proposed grant seeks to create a safer and more efficient transportation <br />environment in the City of Santa Ana, accommodating the daily influx of workers, addressing the challenge <br />of unlicensed drivers, and improving the quality of life for its residents. <br /> <br />2. PERFORMANCE MEASURES <br />A. Goals: <br />1. Reduce the number of persons killed in traffic crashes. <br />2. Reduce the number of persons injured in traffic crashes. <br />3. Reduce the number of pedestrians killed in traffic crashes. <br />4. Reduce the number of pedestrians injured in traffic crashes. <br />5. Reduce the number of bicyclists killed in traffic crashes. <br />6. Reduce the number of bicyclists injured in traffic crashes. <br />7. Reduce the number of persons killed in alcohol-involved crashes. <br />8. Reduce the number of persons injured in alcohol-involved crashes. <br />9. Reduce the number of persons killed in drug-involved crashes. <br />10. Reduce the number of persons injured in drug-involved crashes. <br />11. Reduce the number of persons killed in alcohol/drug combo-involved crashes. <br />12. Reduce the number of persons injured in alcohol/drug combo-involved crashes. <br />13. Reduce the number of motorcyclists killed in traffic crashes. <br />14. Reduce the number of motorcyclists injured in traffic crashes. <br />15. Reduce hit & run fatal crashes. <br />16.
