PREP Billing Option <br />Due to the timeframe provided, we have determined that there was insufficient time to fully evaluate the <br />requirements and formulate comprehensive questions to address this optional section of the RFR <br />Consequently, we were unable to fully consider and respond to this portion. <br />We have however, reviewed the requirements that are outlined in this RFP and are confident that Accela <br />Civic Platform can meet a significant portion of the requirements highly effectively. Other requirements <br />appear to be less clear and we would need additional information to accurately determine the ability to <br />fulfill them. <br />For the purposes of this proposal, we believe that Civic Platform Licensing and Case Management Module <br />is an effective software platform for Licensing/Registration, Renewal and Review Checklist type processes. <br />Additionally, the Mobile App supports the functionality desired for field staff. <br />The integration requirements of the PREP Billing item align greatly with those of the remainder of this RFP, <br />so we would anticipate being able to meet this requirement without exception for any software that has an <br />API that would allow the integration with Accela. <br />It is important to point out that Accela's Civic Platform is not a true Financial System software, so <br />collections type processing can be more complex to implement and will require more in-depth analysis <br />work with subject matter experts in order to ascertain any potential gaps between ability and need for this <br />type of functionality. <br />Assuming that further in-depth analysis identifies Civic Platform as a good choice for this process we would <br />Propose the following: <br />A PREP Application Record with the following components <br />o Custom Fields implementation to track jurisdiction specific data <br />o Fee Schedule to manage PREP specific fees <br />o An Inspection/Checklist implementation to allow field staff to easily assess locations <br />o Workflow implementation that allows for notifications where appropriate and renewal <br />preparations <br />o Action (custom field change, workflow update, inspection result, etc) driven notifications <br />to property owners, applicants and/or city staff as appropriate. <br />• A PREP Renewal record that links to the application and tracks renewal status in real time. <br />Tentative level of effort on this implementation would be between 150 and 200 hours. <br />Tentative cost of $22,500 to $30,000. <br />Page 143 <br />
