REQUESTING THE PUBLIC UTILITIES COMMISSION TO <br />REQUIRE THE ~ETERING OF ALL WATER SERVICE <br />CONNECTIONS IN THE ORANGE COUNTY SANTA ANA RIVER <br />BASIN <br /> <br /> WHEREAS, the Orange County Santa Ana River Basin is the area <br />of most rapid population growth in the State of California; is a <br />water-deficient area with a long history of overdrafting its under- <br />ground water reservoir; is an area that has pioneered the importation <br />of water for replenishment of its under ground basin, together with <br />importation of vast quantities for day to day consumption; and is an <br />area of uncontrolled growth,not only in the twenty-three cities, but <br />in districts and other unincorporated areas, resulting in multiple <br />water service entities in some instances under management that has <br />disregarded orderly development and has bled off cash revenue in <br />excessively high salaries and operated without regard for the present <br />or future welfare of said Basin area; and <br /> <br /> ~EREAS, this critically water-short area can no longer afford <br />to allow operation without reasonable regulation or in disregard of <br />reasonable regulations and can no longer afford to allow large numbers <br />of unmetered water connections which must be subsidized to a substan- <br />tial degree by the other water users of basin water. <br /> <br /> NOW, THEREFORE, BE IT RESOLVED by the City Council of the City <br />of Santa Ana that said City Council hereby petitions and requests <br />the Public Utilities Commission of the State of California to require <br />and to enforce its requirement that all water utilities pumping water <br />from the underground basin in the Santa Ana River Valley in Orange <br />County, California, under the jurisdiction of said Public Utilities <br />Commission, forthwith provide and install approved recording water <br />meters on all service connections, and that said public utilities <br />deliver water through said meters only at rates approved by said <br />Commission upon the basis of the vol~e of water served as a means of <br />preventing the wasting of water extracted from said basin. <br /> <br />-1- <br /> <br /> <br />
