G. Population and Housing <br />Impact Finding: The Project would not displace substantial numbers of existing people or housing, <br />necessitating the construction of replacement housing elsewhere (Draft Supplemental EIR at p. 5.10- <br />1 1 ). <br />Facts in Support of Findings: The Project site is currently developed with commercial retail buildings <br />and there is no existing housing on the Project site. The proposed Project would implement new <br />housing on the site, where none currently exists. Therefore, the proposed Project would not result in <br />displacement of substantial numbers of people, such that construction of replacement housing <br />elsewhere would be necessary. As a result, impacts would not occur and would be consistent with <br />those identified in the GPU FEIR (Draft Supplemental EIR at p. 5.10-1 1 ). <br />H. Utilities and Service Systems <br />Impact Finding: The Project would comply with federal, State, and local statutes and regulations <br />related to solid waste (Draft Supplemental EIR at p. 5.15-24). <br />Facts in Support of Findings: All solid waste -generating activities within the City is subject to the <br />requirements set forth in Section 5.408.1 of the 2016 California Green Building Standards Code <br />that requires demolition and construction activities to recycle or reuse a minimum of 65 percent of <br />the nonhazardous construction and demolition waste, and AB 341 that requires diversion of a <br />minimum of 75 percent of operational solid waste. Also, the proposed senior/'continuum of care <br />housing facility would be required to comply with the California Medical Waste Management Act <br />for proper disposal of all medical waste, which would be ensured through the State's medical <br />permitting process. Implementation of the proposed Project would be consistent with all state <br />regulations, as ensured through the City's development project permitting process. Therefore, the <br />proposed Project would comply with all solid waste statute and regulations; and impacts would not <br />occur. Thus, the impacts of the proposed Project are less than those identified by the GPU FEIR, <br />which determined that development would be required to implement regulations related to solid <br />waste and that impacts would be less than significant (Draft Supplemental EIR at p. 5.15-24). <br />
