NAME <br />ORANGE COUNTY REGIONAL NARCOTICS SUPPRESSION <br />PROGRAM (RNSP) <br />TASK FORCE AGREEMENT <br />N-2024-355 <br />The name of this multi-agency/multi jurisdictional task force shall be the Orange County <br />Regional Narcotics Suppression Program (RNSP) (hereinafter "Program" or "RNSP"). <br />II. EXECUTIVE BOARD <br />An Executive Board shall be formed as outlined in Exhibit A, attached hereto and <br />incorporated herein by reference. The Executive Board shall have the duties and authorities <br />provided in this Agreement. <br />III. PARTICIPATING AGENCIES <br />Agencies approved by a majority vote of the current Executive Board, will be considered a <br />Participating Agency of the RNSP upon signature date of the most current Task Force <br />Agreement. A Participating Agency will assign personnel to the RNSP in accordance with <br />this Agreement and will be eligible for an equitable share of federally forfeited assets as <br />further outlined in the Addendum attached hereto and incorporated herein by reference. <br />IV. PURPOSE <br />To target, investigate and prosecute individuals who organize, direct, finance or otherwise <br />engage in high-level drug trafficking or money laundering enterprises with high priority <br />emphasis on those subjects engaged in the importation of drugs into or through Orange <br />County and the interdiction of such illicit pipelines. <br />The Program encourages the promotion of coordinated drug enforcement efforts throughout <br />the County, State and Nation, to facilitate maximum cooperation between all law <br />enforcement and prosecutorial agencies. <br />V. FIDUCIARY <br />The Orange County Sheriff- Coroner's Department (OCSD) has agreed to act as fiduciary <br />on behalf of the Regional Narcotics Suppression Program (RNSP). <br />As required by the U.S. Departments of Justice and Treasury's joint Guide to Equitable <br />Sharing for State, Local, and Tribal Law Enforcement Agencies (Guide March 1, 2024), the <br />OCSD has in effect Policy & Procedure for Asset Forfeiture Equitable Sharing, to include <br />various financial units, the Sheriff's Narcotics Program (SNP) and the RNSP. This policy <br />fulfills the fiduciary agreement guideline requirements, while administering funds received <br />as a result of the federal equitable sharing process. <br />The fiduciary agrees to earmark funds for task force operational expenses, as documented in <br />the attached Federal Asset Forfeiture Equitable Sharing Addendum. <br />
