We at Ascent are eager to assist the City in expeditiously processing the entitlements for the project by <br />ensuring that all aspects of the CEQA process and documentation are completed adequately on behalf of <br />and in close coordination with City staff. Ascent's approach to an effective and streamlined environmental <br />planning process can be described in three words: collaborative, proactive, and comprehensive. <br />i Ascent will collaborate closely and regularly with staff, working shoulder to shoulder through all <br />key steps in the environmental document review process. We will work as an extension of the <br />City's project team throughout the process at every critical juncture to weigh in on CEQA <br />implications, including understanding the critical path to meet the schedule. Where challenges <br />arise, we will work together to address them and offer solutions to resolve the issues so that the <br />overall schedule can be achieved. <br />Our team will be proactive from the onset of the project through completion. We anticipate issues <br />before they occur and will plan ahead to keep the process moving to avoid delays. We understanc <br />the need for flexibility and will be nimble to adapt to changes when unforeseen issues occur. <br />Ascent's work will be comprehensive. We will critically review the applicant -prepared <br />environmental documentation and technical studies using our experienced senior -level experts to <br />ensure the documents are adequate, consistent, and substantiate conclusions to withstand legal <br />scrutiny. We also keep at the forefront of our minds the need to ensure the City's and the <br />community's needs are considered through appropriate and feasible mitigation. <br />Ascent is the best consultant for thejob given the qualifications and experience of our project <br />management team, the proficiency and expertise of our technical specialists, and our superior CEQA <br />knowledge and track record for preparing the highest -quality and legally adequate CEQA documents. We <br />employ and work by the philosophy to "do it right, do it once" with the goal to alleviate any burden on <br />the City and to deliver on the confidence that you entrust us with for a successful project. <br />MOT166TWOO min <br />Task 1: Project Initiation/Kickoff <br />Ascent will facilitate a project kickoff meeting with the City's planning team. It is assumed that this <br />meeting will be virtual, but we are able to attend in person if necessary. The purpose of this meeting will <br />be to discuss the project, resources available, specific tasks and approach, project schedule, and <br />communication protocols. It is assumed that this will be a 1-hour meeting and will be attended by two <br />Ascent team members. Ascent staff will take meeting notes and will distribute a copy of the notes to the <br />attendees. A portion of this task is also dedicated to mobilizing our team internally, holding a project <br />start-up meeting, and administrative activities in project initiation. <br />Deliverables <br />r Attendance at kickoff meeting <br />Meeting notes <br />Task 2: Initial Peer Review of CEQA Exemption and Technical Analyses <br />Ascent's CEQA and technical experts will critically review the exemption documentation and related <br />technical analyses listed above that will were prepared by LSA. We will advise the City on whether the <br />documents contain any flaws, omissions, errors, and/or generally substandard CEQA practices related to <br />methodologies, analyses, and substantiation of conclusions. Ascent will also conduct a cursory review of <br />CITY OF SANTA ANA /! CEQA CLASS 32 EXEMPTION PEER REVIEW FOR THE EXTRA SPACE STORAGE AT SULLIVAN STREET <br />
