Proposal for <br />CEQA Services for the McFadden and Fairview <br />Development Project (2022-37-RFP) <br />PROJECT SCOPE OF WORK <br />Task 1 - Project Management and Coordination <br />During the course of the Project, as needed, ECORP will attend up to five hours of Project meetings <br />on a virtual platform or conference calls with the City, provide technical support, prepare Project <br />status reports and updated schedules, and maintain appropriate communication with the client and <br />team members. <br />Task 1 Deliverables: <br />♦ Ongoing coordination throughout the contract. <br />Task 2 — Air Quality and Greenhouse Gas Emissions Assessment <br />The assessment of air quality and greenhouse gas (GHG) emissions will quantify short-term (i.e., <br />construction) and long-term (i.e., operational) emissions generated by the Proposed Project using <br />the most recent version of the California Emissions Estimator Model (CalEEMod) software. CaIEEMod <br />is a statewide land use emissions computer model designed to quantify pollutant emissions <br />associated with operations from a variety of land use projects. Project criteria air pollutant emissions <br />will be compared to the thresholds of significance promulgated by the South Coast Air Quality <br />Management District (SCAQMD), including SCAQMD's recommended Localized Significance <br />Thresholds (LSTs). LSTs were developed in response to SCAQMD Governing Boards' Environmental <br />Justice Enhancement Initiative (1-4). The LST methodology assists lead agencies in analyzing localized <br />impacts associated with project -specific level proposed projects. In the case of the GHG analysis, <br />Project GHG emissions will be assessed against the SCAQMD numeric industrial land use threshold of <br />10,000 metric tons of CO2e (carbon dioxide equivalent) annually. Additionally, the Proposed Project <br />will be evaluated for consistency with the California Air Resources Board 2022 Scoping Plan (the City <br />of Santa Ana Climate Action Plan, a comprehensive strategy for the City to reduce GHG emissions, <br />does not align with Statewide goals beyond 2020, and therefore will not be employed in the Project <br />analysis). <br />ECORP proposes to evaluate potential air quality and GHG-related impacts in a technical report. The <br />analysis will be supported by modeling documentation, which would be included as an appendix to <br />the technical report. <br />ECORP will complete the Air Quality and Greenhouse Gas Emissions Assessment within 3 to 6 weeks <br />of receiving a notice -to -proceed and all needed documentation such as a traffic study, if prepared, <br />and a finalized Project Description and Site Plan. <br />ECORP Consulting, Inc.
