FY 2024-25 ESG Subrecipient Agreements and a new MOU with Santa Ana Police <br />Department <br />November 19, 2024 <br />Page 2 <br />4 <br />6 <br />7 <br />0 <br />Housing and Urban Development to assist both sheltered and unsheltered homeless <br />individuals, as well as those at-risk of homelessness, enabling them to swiftly regain <br />stability in permanent housing after experiencing a housing crisis and/or homelessness. <br />At the close of FY 2023-24, unspent funds from ESG program subrecipients totaling <br />$87,810 were recaptured for redistribution. Staff recommends reallocating this balance <br />of $87,810 in FY 2023-24 unspent funds to Interval House, the Orange County’s United <br />Way, and the SAPD H.E.A.R.T. Program to expand services for people experiencing <br />homelessness. <br />Specifically, the $35,124 in additional funds for Interval House will expand emergency <br />shelter and supportive services to survivors of domestic violence from the City of Santa <br />Ana (Exhibit 2). The $17,562 in additional funds for the Orange County’s United Way <br />will offer Homeless Management Information System (HMIS) data management support <br />to Santa Ana ESG-funded subrecipients through trainings, reporting, and data <br />performance accountability (Exhibit 3). Lastly, the $35,124 in additional funds for the <br />new MOU with SAPD supersedes any and all other agreements, including Agreement <br />A-2024-090-01. The SAPD H.E.A.R.T. Program will serve Santa Ana residents <br />experiencing homelessness through street outreach and engagement for a new total <br />amount of $81,321 (Exhibit 4). <br /> <br />FISCAL IMPACT <br />Funds for HUD-EMERGENCY SOLUTIONS GRANT – Payment to Subagent account <br />(no. 13518785-69135) was appropriated in the prior fiscal year.
