The James Irvine Foundation – Better Career’s Public Sector Practice Change Grant <br />November 19, 2024 <br />Page 2 <br />4 <br />6 <br />7 <br />8 <br />improve workforce service delivery to vulnerable areas across the City. <br />In October 2024, the Foundation announced its intent to award the City $300,000 to <br />support the WDB’s efforts to enhance the coordination of workforce services and <br />resources between key agencies within the City’s local workforce ecosystem. This <br />funding will enable the WDB to retain a consultant skilled in facilitating conversations <br />and assist in the development of a comprehensive learning plan that will implement <br />improvements, strengthen collaboration between the City and the EDD, and evaluate <br />outcomes to streamline workforce services for jobseekers. <br />The James Irvine Foundation (Foundation) is a private, nonprofit philanthropic <br />organization founded in 1937 by agricultural pioneer James Irvine. The Foundation <br />focuses on creating opportunities for low-income Californians to achieve economic <br />mobility. The Foundation has provided over $180 million in grants in 2023 and over $2.6 <br />billion through the state since its inception. The Foundation provides funding to <br />nonprofits, government agencies, and community organizations working on initiatives <br />that address systemic challenges and aim to improve the quality of life and economic <br />prospects for Californians, particularly those in underserved communities. Any <br />agreements with consultants that exceed City Manager contracting authority will be <br />brought back to the City Council for approval. <br />FISCAL IMPACT <br />Approval of the appropriation adjustment will recognize $300,000 in funds to James <br />Irvine Foundation Grant-Other account (no. 13118002-52040) and appropriating the <br />same amount into the James Irvine Foundation expenditure account (no. 13118700- <br />various). Grant includes $182,000 for staff salaries, benefits, and indirect costs with <br />remaining funds for consultants and other program expenses. <br />Funds will be assigned, budgeted, and available for expenditure in FY 2024-25.
