Police Department <br />www.santa-ana.org/pd <br />Item # 17 <br />City of Santa Ana <br />20 Civic Center Plaza, Santa Ana, CA 92701 <br /> Staff Report <br />November 19, 2024 <br />TOPIC: Traffic Enforcement Program Grant <br />AGENDA TITLE <br />Revised Grant Agreement with State of California Office of Traffic Safety (“OTS”) (Non- <br />General Fund) <br />RECOMMENDED ACTION <br />Receive and file the revised grant agreement with the State of California Office of Traffic <br />Safety (“OTS”) for the Selective Traffic Enforcement Program in an amount not to <br />exceed $755,000 approved at the October 1, 2024 City Council meeting (A-2024-156). <br />GOVERNMENT CODE §84308 APPLIES: Yes <br />DISCUSSION <br />On October 1, 2024, City Council authorized the City Manager to execute an agreement <br />with the State of California Office of Traffic Safety (“OTS”) for the Selective Traffic <br />Enforcement Program in an amount not to exceed $755,000. Subsequently, the grantor <br />made minor revisions to the grant agreement. There is no change to the total amount <br />awarded. <br />OTS removed the funding for the Standardized Field Sobriety Testing/Advanced <br />Roadside Impaired Driving Enforcement/Drug Recognition Expert instruction and <br />reallocated the funds to other activities including Driving Under the Influence (DUI) <br />Saturation Patrols and Collaborative DUI Enforcement. OTS also made corresponding <br />adjustments to the grant performance objectives on pages 4 through 6 of the <br />agreement. Bicycle helmet purchase and distribution were added under “Objectives” on <br />page 4. The revised final copy of the grant agreement is provided as Exhibit 2. <br />ENVIRONMENTAL IMPACT <br />There is no environmental impact associated with this action. <br />FISCAL IMPACT <br />There is no fiscal impact associated with this action.
