CITY OF SANTA ANA SHORT-TERM RENTAL PROHIBITION ORDINANCE <br />CITY OF SANTA ANA <br />2. CEQA Requirements <br />Page 10 PlaceWorks <br />A. Substantial changes are proposed in the project which will require major revisions of the <br />previous EIR or ND due to the involvement of new significant environmental effects or a <br />substantial increase in the severity of previously identified significant effects. <br />The Modified Project proposes to amend the SAMC to add Article XXI to Chapter 8 to clarify the uses <br />permitted and prohibited to reaffirm existing law identified in Section 41-190(a) of the SAMC. No physical <br />changes are required to implement the Modified Project. As discussed under Section 4, Evaluation of <br />Environmental Impacts, of this EIR Addendum, the Modified Project would not result in any new or more severe <br />significant impacts than those identified in the GP EIR. This criterion does not apply to the Modified Project. <br />B. Substantial changes occur with respect to the circumstances under which the project is <br />undertaken which will require major revisions of the previous EIR or ND due to the <br />involvement of new significant environmental effects or a substantial increase in the severity <br />of previously identified significant effects. <br />No substantial changes have occurred in the City with respect to the circumstances under which the Approved <br />Project was undertaken that requires major revisions to the GP EIR due to the involvement of new significant <br />environmental effect or substantial increase in the severity of impacts previously identified in the GP EIR. This <br />criterion does not apply to the Modified Project. <br />C. New information of substantial importance, which was not known and could not have been <br />known with the exercise of reasonable diligence at the time the previous EIR was certified as <br />complete or the ND was adopted, shows any of the following: <br />i. The project will have one or more significant effects not discussed in the previous <br />EIR or ND; or <br />As discussed in Section 4 of this EIR Addendum, the Modified Project would not result in any new significant <br />impacts not discussed in the GP EIR. This criterion does not apply to the Modified Project. <br />ii. Significant effects previously examined will be substantially more severe than <br />shown in the previously adopted ND or previously certified EIR; or <br />As discussed in Section 4 of this EIR Addendum, the Modified Project would not result in more severe <br />significant impacts than those identified in the GP EIR. This criterion does not apply to the Modified Project. <br />iii. Mitigation measures or alternatives previously found not to be feasible would in <br />fact be feasible, and would substantially reduce one or more significant effects of <br />the project, but the project proponents decline to adopt the mitigation measure or <br />alternative; or <br />As discussed in Section 4 of this EIR Addendum, the Modified Project would not require new mitigation <br />measures and does not identify alternatives previously found not feasible to be feasible. Additionally, the <br />Modified Project would not substantially reduce the significant impacts identified in the GP EIR.
