Evaluation of Environmental Impacts <br />Page 18 PlaceWorks <br />The Approved Project would result in new land uses that could generate new sources of toxic air contaminants <br />(TAC) in the City from area/stationary sources and mobile sources. The GP EIR identified that the new land <br />uses consistent with the Approved Project would generate new sources of TACs from area/stationary sources <br />and mobile sources (GP EIR p. 5.2-37). The GP EIR identified MMs AQ-1 through AQ-3 to reduce impacts <br />to sensitive receptors due to construction and operational activities (MM AQ-1 and AQ-2) and specifically <br />industrial development project operation activities (MM AQ-3). The GP EIR determined that with the <br />implementation of mitigation measures impacts would remain significant and unavoidable. <br />The Approved Project could generate potentially significant odor impacts for a substantial number of people <br />generated from industrial land uses associated with the Approved Project. The GP EIR concluded that potential <br />odors generated from residential and other non-residential land uses associated with the Approved Project <br />would not result in potential significant odors (GP EIR p. 5.2-28). The GP EIR identified mitigation measure <br />MM AQ-4 to reduce impacts related to operational odors due to industrial development. The GP EIR <br />determined that impacts would be less than significant with the implementation of mitigation. <br />The GP EIR Mitigation Measures AQ-1 through AQ -4 are reproduced below. Modifications to the GP EIR <br />Mitigation Measures associated with the recirculation of the GP EIR are represented in underline for additions <br />and strikeout for deletions. <br />AQ-1 Prior to discretionary approval by the City of Santa Ana for development projects subject to <br />CEQA (California Environmental Quality Act) review (i.e., non-exempt projects), project <br />applicants shall prepare and submit a technical assessment evaluating potential project <br />construction-related air quality impacts to the City of Santa Ana for review and approval. The <br />evaluation shall be prepared in conformance with South Coast Air Quality Management <br />District (South Coast AQMD) methodology for assessing air quality impacts. If construction- <br />related criteria air pollutants are determined to have the potential to exceed the South Coast <br />AQMD’s adopted thresholds of significance, the City of Santa Ana shall require that <br />applicants for new development projects incorporate mitigation measures to reduce air <br />pollutant emissions during construction activities. These identified measures shall be <br />incorporated into all appropriate construction documents (e.g., construction management <br />plans) submitted to the City and shall be verified by the City. Mitigation measures to reduce <br />construction-related emissions could include, but are not limited to: <br /> Require fugitive-dust control measures that exceed South Coast AQMD’s Rule 403, such <br />as: <br />• Use of nontoxic soil stabilizers to reduce wind erosion. <br />• Apply water every four hours to active soil-disturbing activities. <br />• Tarp and/or maintain a minimum of 24 inches of freeboard on trucks hauling dirt, <br />sand, soil, or other loose materials. <br />Exhibit 3 - Environmental Analysis
