CITY OF SANTA ANA SHORT-TERM RENTAL PROHIBITION ORDINANCE <br />CITY OF SANTA ANA <br />4. Evaluation of Environmental Impacts <br /> Page 21 <br />Ana for review and approval. Facilities that have the potential to generate nuisance odors <br />include, but are not limited to: <br /> Wastewater treatment plants <br /> Composting, green waste, or recycling facilities <br /> Fiberglass manufacturing facilities <br /> Painting/coating operations <br /> Large-capacity coffee roasters <br /> Food-processing facilities <br />The odor management plan shall demonstrate compliance with the South Coast Air Quality <br />Management District’s Rule 402 for nuisance odors. The Odor Management Plan shall identify <br />the best available control technologies for toxics (T-BACTs) that will be utilized to reduce <br />potential odors to acceptable levels, including appropriate enforcement mechanisms. T-BACTs <br />may include but are not limited to scrubbers (i.e., air pollution control devices) at the industrial <br />facility. T-BACTs identified in the odor management plan shall be identified as mitigation <br />measures in the environmental document prepared for the development project and/or <br />incorporated into the project’s site plan. <br />Analysis of the Modified Project <br />The Modified Project would expressly prohibit STRs and only affect existing structures. The Modified Project <br />would not require development, redevelopment, or changes to existing development types in the City. The <br />existing conditions related to air quality have not changed since the certification of the GP EIR. <br />Operational activities associated with long-term rentals and permanent residences would be consistent with the <br />operational activities analyzed in the GP EIR for residential uses. Increases in impacts to air quality, are based <br />on construction of new structures generating new vehicle trips or population growth. The Modified Project <br />would only affect existing structures, would not induce population growth, and therefore there would be no <br />change in air quality impacts beyond those identified the GP EIR, which analyzed impacts from buildout of <br />the GP. The Modified Project would not result in any physical impacts on the environment or impacts <br />associated with air quality. No impacts would occur. The Modified Project would not result in any new or more <br />severe significant impacts than those identified in the GP EIR. <br />GP EIR RR AQ-1 through RR AQ-3 are not applicable to the Modified Project because the Modified Project <br />does not require construction. The Modified Project would not obstruct the City’s ability to implement <br />applicable GP policies. <br />GP EIR MMs AQ-1, AQ-2, and AQ-4 are not applicable to the Modified Project because the Modified Project <br />is not a development project. MM AQ-3 is not applicable to the Modified Project because the Modified Project <br />does not propose new industrial or warehousing development. <br />Exhibit 3 - Environmental Analysis
