Fiscal Year 2025-26 Measure M2 Comprehensive Transportation Program Grant <br />Applications <br />November 19, 2024 <br />Page 2 <br />4 <br />6 <br />6 <br />9 <br />billion over the 30-year period that Measure M2 is in effect (2011-2041). OCTA collects <br />this revenue and distributes it as shown in the graphic below: <br /> <br />Santa Ana receives Measure M2 funds in two categories: Local Fair-Share (formulaic <br />distribution) and Competitive Grants. In order to qualify for both categories, Santa Ana <br />(along with all Orange County Cities) must adhere to strict requirements and satisfy 13 <br />eligibility categories. The table below summarizes the direct funds Santa Ana has <br />received from OCTA, Measure M2 for the past three fiscal years. <br />Fiscal <br />Year <br />Local Fair <br />Share <br />Competitive <br />Grants <br />Total Received <br />FY 21/22 $4,567,205 $1,937,250 $6,504,455 <br />FY 22/23 $5,762,336 $1,030,000 $6,792,336 <br />FY 23/24 $6,709,413 $5,239,044 $11,948,457 <br />Importantly, major projects such as the Bristol Corridor widening are fully funded, in <br />large part via past Measure M2 grants and are now in the construction and bid phases. <br />On August 12, 2024, OCTA issued a Call for Projects under the Measure M2 <br />Comprehensive Transportation Funding Program (CTFP) for Fiscal Year (FY) 2025-26. <br />Approximately $45 million will be available for award on a countywide, competitive grant <br />basis via the Regional Capacity Program (Project O) for Arterial Capacity <br />Enhancements (ACE), Intersection Capacity Enhancements (ICE), and the Regional <br />Traffic Signal Synchronization Program (Project P). The CTFP is the mechanism by <br />which OCTA administers competitive grant funding for streets and roads projects. <br />The City will submit applications totaling over $8.5 million in grant funding requests, <br />which includes all project phases and requires a local match commitment of 25% for <br />both ACE and ICE programs, and 20% for Project P.
