This comment states that a <br />complete ban of STRs will not solve housing affordability issues in the City.This comment <br />requests that the City reconsider the ban on STRs. <br />The second reading of the ordinance (Ordinance No. NS-3072) repealing and reenacting in <br />its entirety Article XXI to Chapter 8 of the Santa Ana Municipal Code (SAMC) prohibiting <br />short-term rentals (STRs) follows the City Council’s approval of the first reading of the same <br />ordinance on November 19, 2024. The ordinance is intended to reaffirm the City’s existing <br />prohibition on STRs and does not establish any new policy framework for how the City <br />considers STRs in Santa Ana. The ordinance provides clarity on the topic of STRs by <br />expressly defining and prohibiting them in Santa Ana, reaffirming the City’s existing ban on <br />STR operations. <br />This comment does not identify a specific deficiency in the EIR Addendum nor a new or <br />exacerbated potential significant environmental impact. No changes to the EIR Addendum <br />and no additional CEQA documentation are required. <br />TheCity will consider all comments and recommendations as part of its decision-making for this project. <br />December 3,2024|Page 7 <br /> <br />
