Disability <br />Persons with disabilities often have special housing needs because of the lack of accessible and <br />affordable housing, and the higher health costs associated with their disability. In addition, many <br />may be on fixed incomes that further limits their housing options. Persons with disabilities also <br />tend to be more susceptible to housing discrimination due to their disability status and required <br />accommodations associated with their disability. <br />Regional Trend <br />According to the 2021 ACS, 8.8 percent of Orange County residents experience a disability, while <br />8.2 percent of the Santa Ana population experiences a disability. Santa Ana has a smaller <br />percentage of persons with disabilities compared to Garden Grove (10.9 percent) and Anaheim <br />(8.8 percent) but larger than Irvine (5.6 percent) and Tustin (6.8 percent). <br />As shown in Figure 9, less than 20 percent of the population in most tracts in Orange County <br />experiences a disability. Tracts with disabled populations exceeding 20 percent are not <br />concentrated in one specific area of the county. Santa Ana and areas to the east have the smallest <br />concentration of persons with disabilities and this is due to resources and housing in the census <br />tracts with higher populations. The tracts with the highest population are locations of senior <br />communities, most notably Leisure World to the west. The concentration of persons with <br />disabilities in Santa Ana is comparable to neighboring cities. <br />Local Trend <br />Most tracts in Santa Ana have populations of persons with disabilities below 10 percent. A handful <br />of census tracts in the northern, central, and western part of the city have a higher percentage of <br />persons with disabilities. These tracts are home to a higher proportion of senior -headed <br />households and residential -care facilities than the other tracts in the City. Independent living and <br />cognitive difficulties are the most common disability type in Santa Ana; 4.4 percent of the <br />population experiences an independent living difficulty, 3.7 percent experiences a cognitive <br />difficulty, 4.4 percent experiences an ambulatory difficulty, 2.3 percent experiences a hearing <br />difficulty, 1.8 percent experiences a vision difficulty, and 2.4 percent experiences a self -care <br />difficulty according to the 2021 ACS. According to the 2012 ACS Santa Ana had 7.1 percent of <br />the population with a disability. The population with a disability is slowly growing, but does not <br />show a drastic change since 2012. <br />AB2011 Sites Inventory <br />All AB2011 sites are in tracts where less than 20 percent of residents experience one or more <br />disabilities as seen in Figure 10, Figure 11, and Table 3. A majority of these sites are located in <br />the central and northern parts of the City where there is 10 percent or less of the population with <br />a disability and where existing general plan land use designations and zoning districts permit <br />multi -family development are located. These areas are also served by high quality transit, such <br />as rapid transit bus lines, the OC Streetcar, and the Santa Ana Regional Transportation center <br />(SARTC), which connect to the broader Metrolink system. The locations of the sites have the <br />potential to improve existing conditions through increased investment and provision of new <br />services that will not only benefit new residents but also improve the quality of life for all segments <br />of the community, especially existing residents.
