Housing that is <br />30 or more years old often requires some form of moderate or major rehabilitation. <br />The Code Enforcement Division enforces ordinances pertaining to property maintenance, building <br />conditions, and other housing and neighborhood issues. Evidence stemming from the quantity <br />and types of code enforcement cases suggests that housing requiring rehabilitation is <br />disproportionately concentrated in the central parts of the city, generally bounded by Seventeenth <br />Street and Warner Avenue (north and south) and Grand Avenue to Harbor Boulevard (east and <br />west). The census tracts with the highest percentage of poverty are in this area. With such a high <br />number of homes built before 1980, especially in the center of the City, it is important to provide <br />new housing types at all affordability levels in areas that are ready for redevelopment. The City <br />has been working to increase the supply of affordable housing, including new developments that <br />meet modern safety and energy efficiency standards. While adding new housing is crucial, <br />preserving existing affordable housing and ensuring that older buildings are properly maintained <br />are also priorities. <br />Exempt Sites <br />The exempt sites designated by the City are primarily located along the west and east sides of <br />17th Street and Tustin Avenue to the east. These areas are generally outside of the City's Focus <br />Areas and not targeted for redevelopment under the General Plan. <br />Conclusion <br />Both the Alternative and Exempt sites are in areas where the majority of buildings or homes were <br />built before 1980.
