The <br />element includes programs for workforce development, small business creation and retention, <br />and incentives to hire local. In addition, the updated General Plan includes an element called the <br />Community Element. The Community Element includes numerous policies and programs to <br />directly address the education and jobs training issue. For example, there are policies and <br />programs to support parent participation programs to increase high school and college graduation <br />rates, expanding access to libraries and learning centers, promoting skill -based education <br />programs, and investing in lifelong learning programs. <br />
